" In accordance with the TRIM bill process, the City Commission must adopt a tentative millage rate prior to finalizing and adopting the budget. The tentative millage rate, included in TRIM Bill notices sent to taxpayers in August, cannot be increased without a special mailing. The City Manager recommends a millage rate of 5.5032 mills, the same millage rate as adopted for the current year. If the 5.5032 mill rate is adopted, the ordinance adopting the rate will reflect a 5.34% increase over the rolled back rate of 5.2241 mills. The effect of the recommended rate on Clearwater taxpayers follows: 1) if an individual's property tax value has not been reassessed and increased, the City's share of the property tax will not increase or 2) jf an individual's property tax value has been reassessed and increased, the tax would be increased by the same percentage. ...: '.~ , .' .; ~ 'fo-:":, .. .
