Member Fitzgerald moved to approve the minutes of the regular meeting of
September 9, 1999, as recorded and submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.

3. Carol M. Tresca, Human Relations Specialist - Human Relations
Carol M. Tresca has resigned her position after being employed by the City for
more than 14 years. She will qualify to receive her pension beginning August 1, 2011.
AND
4. Michael E. Harroll, Police Officer - Police Department
Michael E. Harrell has resigned his position after being employed by the City for
more than 11 years. He will qualify to receive his pension beginning November 1,
2008.
Member Greer moved to approve the request by Antonia Babski, Nicolas Rivera-
Ruiz, Carol M. Tresca, and Michael E. Harrell to vast their Pensions. The motion was
duly seconded and carrjed unanimously.
c) Approval of New Hires as Pension Plan Members
As of October 7, 1999, the City has 1,651.6 FTEs and 1,750 budgeted
positions.
In response to a question, Human Resources Administrator Paul O'Rourke said 9
new Fire Department hires are filling recently approved firefighter positions. The 5
new Police Department hires are filling Police Officer vacancies.
Member Greer moved to accept the following employees into membership in the

Mr. O'Rourke referred to the committee request for information on non~FTE
staff. Temporary employees can be hired for up to 2 years. Emergency workers are
limited to 90 days with one 90-day extension. As contract worker responsibilities do
not meet federal requirements related to independent contractors, the City is changing
those titles. Three of the 32 positions are now FTEs. Once the Civil Service Board
approves permitting Gas employees to earn commissions, the status of 6 more
contract employees will be changed to FTE. As contracts expire for the remaining
contract workers, their status will be changed to FTE or other provisions will be made.
In response to a question, he said temporary employees can apply to the City
for permanent positions. Temporary workers are usually hired to replace staff who are
ill or have taken a leave of absence. Two temporary Tourism workers will transfer to
the Chamber of Commerce on October 21, 1999. The positions of two temporary
workers in Human Resources will be terminated after 2 years. In response to a
question, he said 3 of the emergency workers are assigned to the Parks & Recreation
Department, one is assigned to the Gas System, and several are assigned to Solid
Waste. It was noted emergency workers are not hired to handle emergencies but to fill
positions.
Mr. O'Rourke said the analysis of COLA benefits for the Pension Plan and the
65/10 provision have been completed and will be discussed on November 9, 1999.
