To provide continuity for research. items are in agenda order although not necessarily discussed in that order. ITEM #2 - Approval of Minutes Member Johnson moved to approve the minutes of the regular meeting of April a, 1999, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. ITEM #3 - Emolovees to be Heard - None. ITEM #4 - Action Items a) Review and Action on Employee Requests for Years of Service Pensions: 1. Rosaveit Parker - Solid Waste Equipment Operator, Solid Waste 2. James R. Davis - Account Collector, Customer Service 3. Jean Strandlie - Accounting Technician, Customer Service Member Fitzgerald moved to approve Vears of Service Pensions for Rosavelt Parker, James R. Davis, and Jean Strandie. The committee's attorney, H. Lee Dehner, could not attend today's meeting and cannot attend the scheduled June 10, 1999, meeting. Mr. Q'Rouke will advise committee members of a date for the June PAC (Pension Advisory committee) meeting. The committee's attorney, Mr. Dehner, will report to the Pension Trustees on June 1, 1999, regarding buv~backs. Concern was expressed the attorney evaluation process had riot indicated Mr. Oehner would have significant conflicts with PAC and Pension Trustees scheduled meetings. Assistant City Attorney Leslie Dougall-Sides reported the City has signed an agreement with Mr. Dohner. Staff recommendations regarding buy-backs ~i11 be determined aftor discussing related issues with him. Should the City receive Lester Rent's 1M E (Independent Medic:al Exam) in time, the PAC can consider his request for a Job-connected Disability Pension in June. Member Greer moved to continue Items #5a, #5b, #5e, and #5d to the next PAC meeting on a date uncertain. The motion was duly seconded and carried unanimously. . ITEM #6 - Director's Reports The Board Reporter was informed later the next meeting is scheduled for June 17,1999, at 1 :30 p.m. ITEM #7 - Board Members to be Heard Concern was expressed regarding buy-back requests. Mr. Dehner is scheduled to discuss legal questions with staff, including PAC authority to determine buy-back charges. The City Actuary Steve Metz is computing the actuarial values of the subject buy-backs. Mr. Dehner will review each separate case with staff. In response to a question, Financial Services Administrator Margie Simmons reviewed the method and assumptions used to determine actuarial values. In response to a question, she said Mr. Harper's case was atypical and the related decision was based on the facts of that case only. In response to a question, she said it had been determined basing buy-backs on the actuarial equivalent would not impact the plan.
