The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarilv discussed in that order.
,ITEM #2 - Aoproval of Minutes

Truste~ Johnson moved to approve the minutes of the February 16, 1999,
meeting, as recorded and submitted in written summation by the City Clerk to each
Trustee. The motion was duly seconded and carried unanimously.
ITEM #3 - Aoprove a one-vear Interlocal AQreement with the DDB in which the CRA
Borees to provide personnel. administrative and manaQement responsibilities and
office expenses to the DDS for $42.000
The proposed CRA (Community Redevelopment Agency) and DDB
(Downtown Development Board) agreement states the CRA will provide the DDB
with a comprehensive scope of administrative and programmatic functions. The
DDS shall pay the CRA $3,500 monthly to compensate for services identified in the
Interlocal Agreement. The DDS owes the CRA the FY (Fiscal Year) 1998/99 tax
increment of $24,660.55. Compensation shall be deducted from the DDB's tax
increment payment to the eRA. Once tax increment funds are exhausted,
compensation shall be paid from DDS funds budgeted for that purpose.
Assistant City Manager/CRA Director Bob Keller said the $42,000 annual
payment will cover Economic Development Team costs to provide the DDB with all
required services. The eRA will hire an additional staff member to handle
administrative level duties and perform Main Street program related work. The
position, dependent upon DDS funding, will be discontinued if funding is cut.

In response to a question, Mr. Keller said the DDB has budgeted this
payment. He reviewed the background of the mandatory incremental tax. In
response to a question, he said these funds were used last year for promotional and
eco'nomic deve,lopment activities. He said this agreement will increase the abilities
of both organizations. As the DDB previously had paid more than $60,000 annually
for 2 positions, this agreement frees up more money to address downtown needs.
Increased volunteer efforts are anticipated.
Trustee 'Johnson moved to approve an Interlocal agreement between the
Downtown Development Board and Community Redevelopment Agency for
management of the DDB. The motion was duly seconded and carried unanimously.
