April 11, 1995
The City Commission of the City af Clearwater met at the Countryside Library with the

� The meeting was called to order at 7:30 �a.m. by Mayor Ganrey.
A video was shown overviewing �rojects in the City as a whoie and in the Countryside
neighhorhood in particular.
Irving Hyman questinne� action against Vision Cable for a breach of cantract in that t�ey
are charging for basic service. The Mayor indicated the franchise is stil! under negotiatiar�. Mr,
Hyman questioneci why the franc��ise fees gross receipts taxes are on the utiEity bilfs received. The
Mayor indicat�d chis is because the utility companies want to let their customers know the City
of Clearwater is charging these costs.
Steve Askew questi�ned plans for reclaimed wat�r. The City Manager indicated, to pravide
ic City-wic{e would cost $b5,000,000. She stated the City is currently serving wl7olesale users.
She stated, when a survey was �or�e, the Countryside neighborhood was not interesced because
they have shallow wells. The Mayor indicated a bane af cankention is tF�e $40 per moiith charge
that had been calculated. Mr. Askew indicated Largo does not charge this much. The Mayor
indicated l.argo subsidizes its reclaimed water pragram.
Dr. David Berry expressed concerns r�garding the dar�gers at the intersection of Northr€dge
Drive and Curlew Road, He stated there have been many accidents at that location. He stated
he lcnew the intersection was under thr�e jurisdictions and questioned if there had been any
thought of a traffic light.
Smith Howard spoke concerning problems on roac�s. He referenced th� railroad crossing
at Belcher Road and Hercules Avenue; the jeffards Street an� Maywooci Drive culvert sysk�m on

,.�the outside of the road dropping six to eighc inches, and the same problem on Druid Road
.. becween Arcturas ar�d Willowbranch Avenues.
Norm Lupo indicat�d h� was a 5afecy Harbor resident, but thought Cfearwater was one of
the Finest cities in the County. He congratulated all the Commissioners. He thanked t�e Mayor
for her respvnse to a letter he wrote regardir�g Clean+vater �each parking. He s�gges�ed there b�
a compromise, doing away with the parking fee in areas 31 anci 32. He did not feel beach people
would be tyEng up t�ese parking areas. He stated, more importantly, for the average resident
coming to the beach on a regular basis, there should be a reduced parking rate.
Pat McGiv�n stated she wrote to all City Cammissioners on behaif of the Flarida Orchestra.
She staced the Mayor responded and thanked her for that respons�. 5he req�ested a line item for
the orchestra and otF�er cuftural items. The Mayor indicated there was 5uch a line it�m which
covered the �larida Orchestra, Ruth Eckerd Hall and oth�rs. �
joe Ball questioned why Commissioner TF�omas was not in attendance.
Pat Furino Complained regarding the stop sign installed at l.andmark Drive in �agle Estates.
5he stated it is causing havoc and she cannot ��t out of her development. She stated there is a
five to eight minut� i�ackup. The Mayor indicated the stop sign was installed on a temporary
ba�is, to see if it would help other traffic problems.
' Ciill Appelt complained regarding the stop sign. He stat�d there are times when 27 cars ar�
``���� � backed up at the sto}� sign. He thought it was inap�ropriate to have installed it due to one
'� ��"°"� person's complaint. Commissianer Berfield indicat�d, at ti�e last tawn meeting, others had also
, complained regarding th� sp�eding on Landmark Drive.
Winifred Nakion expre55ed appreciatian far the new sidewalks. However, she r�quested
some effort to slow traffic down at the intersection, as people waEking ar� in jeopardy.
Mik� Yaung stated he had recently moved her� fram Indiana. He stated he was appalled
at the number of people who run r�d ligF�ts,
