To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #1 - 2072 San Sebastian Way North. Clearwater: John Centonze. Owner; Rowlev Associates. Representative. To request an extension of time. Located at Valencia Park, . Unit 1, Lot 70 Parcel # 01-29-15-93627-000-0700 On October 21, 1999, the City cited the building at 2072 San Sebastian Way North as an unsafe structure following an October 16, 1999 fire. Problems associated with the duplex include fire damage, boarded and broken windows, trash and debris, smoke and heat damage to walls, ceilings, electrical wiring, and plumbing. The City has received complaints. The owner is requesting additional time to complete repairs. John Zanto, owner, said the fire is under investigation and the insurance company has been slow to fund repairs. The house is secured and empty. In response to a question, Mr. Zento's contractor said while the building was underinsured, he felt coverage will be adequate to repair damages. Discussion ensued regarding the time necessary to make the repairs and expected delays due to the holiday season. Member Walker moved to approve a 45~day extension to begin repairs plus a 90-day extension for the completion of necessary repairs to the structure at 2072 San Sebastian Way North to meet Section 47.161 City Code of Ordinances regarding unsafe bUildings. The motion was duly seconded and carried unanimously. ITEM #2 - 811 Eldorado Avenue. Clearwater; Marjorie R. Moore. Owner. To request an extension of the demolition deadline on an unsafe structure. Located at Mandalay Sub, Blk 10, Lot 4. Parcel # 05-29-15-54666-010-0040 On August 27, 1999, the City cited the building at 811 Eldorado Avenue as an unsafe structure following an August 23, 1999 fire. Problems associated with the mbf1299 1 12/1 5/99 ~ '. structure relate to roofing and joint truss damage, repairs needed in the garage, kitchen, . y' and bathroom, fire damage to the roof; electric wiring, and walls, and collapsed cetlings. The City has received complaints. John Doran, representative, said the property had been listed for sale as vacant with the intention of razing the structure. The closing on the property is planned for Friday. The purchasers wish to rebuild the structure. Time is needed to obtain estimates. In response to a question, Building Official Kevin Garriott felt the building could be repaired under the 50% FEMA limitation. Discussion ensued regarding the time necessary to make the repairs and expected delays due to the holiday season. Mr. Wright will meet with the purchaser to discuss how much work can be done ~hen repairing the structure. Member Walker moved to approve a 45-day extension that runs with the land to begin repairs, plus a. 90pday extension for the completion of necessary repairs to the structure at 811 Eldorado Avenue to meet Section 47.161 City Code of Ordinances rega'rding unsafe buildings. The motion was duly seconded and carried unanimously. ITEM #3 - 1576 South Greenwood Avenue. Clearwater, Florida: GeorQe Pearson & Laverne P. Hampton. Owner. To requeSt a date of completion. Located at Belmont Sub 2nd Addition, Blk F, Lots 13 & 14. Parcel # 22~29-15-07938-006-0130 ,..-.., I The City previously cited the building at 1576 South Greenwood Avenue as an unsafe structure. George Pearson, owner, had appeared before the BAABF (Board of Adjustment and Appeal on Building/Flood Control) previously and had promised to complete Jlecessary work by September 1, 1999. Mr. Wright reported the structure had failed inspections for electrical, roof, and mechanical. Neighbors have complained to staff and the City Commission. Mr. Wright read a letter opposing any further extensions. James Butler, representative, said repairs were delayed due to the owner's hospitalization and complications related to children in his custody. The owner had signed insurance proceeds to the mortgage company and was having difficulty getting the funds released to pay for completed work. He said the owner has made a good faith effort and 'wishes to move back into his home as soon as possible. He said repairs are 70% complete. Mr. Pearson reviewed other issues that had delayed work including theft. In response to a question, Mr. Wright said inspections are scheduled for morning or afternoon. Inspectors will not enter an empty building. In response to a question, Mr. Pearson said he has enough money to finish the project. Member Shah moved to approve a 60-day extension for the completion of necessary repairs to the structure at 1576 South Greenwood Avenue to meet Section 47.161 City Code of Ordinances regarding unsafe buildings. The motion was duly seconded and carried unanimously.
