The Chair caHed the meeting to order at 2:32 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
ITEM #1 - 100 Coronado Drive. Clearwater, Antonios MarkoDoulos. Owner. Paul D.
Kidwell. PEt Reoresentative. To request major evaluations of existing structure including
structural soils, electrical, mechanical, and plumbing. Located at lIoyd-White-Skinner Sub,
Lot 44 through 47 and Lots 90 through 93. Parcel # 07-29-15-52380~OOO-0440 .
Assistant City Attorney Leslie Dougall-Sides reported Harry S. Cline, Representative,
had requested Item #1 be continued to June 9, 1999.
ITEM #2 - 1260 Wellinqton Drive. Clearwater: Donald A, & Marv Lou Lauster. Owner. To
request an extension of the Notice of Unsafe Building. Located at Fair Oaks 3rd Addition,
Lot 117. Parcel # 24-29-15-27018-000-1170
On March 16, 1999, when staff inspected the structure at 1260 Wellington Drive
following receipt of an anonymous complaint, the owners indicated they would raze the
structure. On March 23, 1999, the City issued a "Notice of Unsafe Building."
Building Construction Inspector Bill Wright distributed photograph sheets from the
Unsafe Structure Reports of March 23, 1999, and May 10, 1999. Owner Donald A.
Lauster stated Pinellas County's construction of a sea wall along the creek on his property
years earlier had destabilized the soil, causing the home to come apart. The home has not
been occupied for 6 months. He said construction on unstable subsoil should not have
been permitted. He predicted similar problems will occur at neighboring properties. In
response to a question, he said the east side of the home and garage are salvageable and
the swimming pool is stable. He said after learning of related problems, the Insurance
company had canceled coverage.

I. Mr~ Wright said staff would support the owner's request for a gO-day extension
with conditions. Ms. Dougall-Sides expressed concern the unsecured pool may be a safety
risk. City specifications for pool enclosures have not been finalized.

Member Corcoran moved to approve a gO-day extension to obtain permits to repair
the structure at 1 260 Wellingtot:l Drive to meet Section 47.161 City Code of Ordinances
regarding unsafe buildings with conditions: 1) pool area must be secured and 2) structure
to be razed by owner or City if repairs are not in progress by the end of the extension
period. The motion was duly seconded and carried unanimously. .
