Member Rhame said that he discussed ttie EAB video with Commissioner Ciark and informed
him that the Board was working on producing one. Cammissioner Clark cammented that hs
thought it was a goad idea.

Mc. Miller mentioned t�e memo he had sent ta the members regarding the Former Bayview
Mobile Home Park property and that d�ring this ir�vestigation, the City received an applicatian to
rezone the property fram a Mobila Home �ark to residential office generai. Alsa attached was a
chranologica! list of events related to this property, an aerial segment and pro�erty location map.

what is being considered by DRC at 950 Oid Coachman Raad. Mr. Miller stated that he will find

�- Mr. Miiler stated that the Ci#y Manager has requested a video be put tagether. As a result,
Chair Gray has put tagether all the ideas that t�e Board has suhmitted reg�rding the past, present
and future environme�ital issues. Carris Beam advise� the board that tF�e cost to hire someone �o
produce a script for this video would cost approximately 510,0�0. There are no grant writers
avai�able to request fur�ds and Mr. Miller noted that the EAB has no budget to produce the video by
outside sources.
Member Staw811 asked if the airship shauld be a consideration. Ms. Beem stated she felt
that 15 minutes af aerial uiewing could bs boring. Alsa, the airship co�ld not capture the pasC nor
the �uture, only the present. Member Rhame suggested that 7 0°/a be spent on the past
environment, 70°� on prssent ar�d 20% an the iuture of the enviranment in the City of Clearwa#er.
Ms, Beem advisect the Board that C-View wouid �e happy to do the videa, however� they
aEe very busy ar�d she woEa1� have to know as soon as possible who wiil be the speakers, what
areas nesd to be covered and then she will write the script for the Board's approvai at the next
meeting.

Mr. Ballogg canducted a presentation on E��ironmental Justice - turn9ng contaminated
propsrties into Qnvironmentally suita�fe areas. He featured the his�ory, the recent
acaomplishments and the future gaals with additional funding from EPA. He also informed the
Board of upcoming pragrams that will be held May 2'7"' at 6:00 pm at the Martin Luther. King
Center� Juns 19`h �rom 9;D0 am to 4:00 pm at the Martin Luther Ki�g Center and mid to late July
at the Martin l.uther King center; time to be announced.

Mr. �arly Sorerzsen - 517 Bay�iew Aver�ue, C�earwater, �1., - Mr. Sorensen of#ered his
suggestian that the City work wittt the businesses on Gulf to Bay to have the City pravide trees
whic� cauld be placed� �ehind the power IinQS and eventually, these trees grow and hide the pales
and power lines. He also mentivned that his area needs new fire stations.
Mr. Miller replied that the City tried t� da a tree pEanting with
owners stated that the City wouid ha�e to buy the easement and iae
:#rees and,the easemer�ts. The City would also have to be respansi�l

� � Mr, Jack Alvord informed the baard that a church opened i� the neighborhoo� with the

possibiiity of spproximately l7 cars being parked in the area, Th9s church has now purchased 25°�
oi the praperty in the area and now 160 ca�s ptark in the area. He aavised that the oil from these
cars is draining into the bay. They built � datention pond between the ct�urch property and the
bay, however, plants began ta grow and when the church I,ad it cleaned out, they made holes in
the retaining wall and piped that tn►ater inta the bay. ,

� Member Rhame stated that sinc� the City is not going to buy the property and rezoning is in,

Member 5towell made a motior� to ask the developer ta submit � site plan shawing a!1 t�e
trees and make every sifort to preserve as many trees as possible, and tE�is site p�an he reviewad
��6y the En�ironmental Advisory Boarci, City staff and the City Cammissian before the rezoning and
land use amendmertt is completed. The motion was duly seconded by Member Rhame and carried
uhanimously.
