The Chair called the meeting to order at 9:00 a.m. at City Hall.

ITEM #2 - Aooroval of Minutes

Member Clark moved to approve the minutes of the regular meeting of February 12,
1998, as recorded and submitted in written summation to each board member. The
motion was duly seconded and carried unanimously.
ITEM #3 - Emolovees to be Heard - None.
ITEM #4 - Action Items
a) Review and Action on Employee Requests for Years of Service Pension
1) Sylvester Parker - Public Services Technician II, Public Works Department
2) James E. Goodloe - Fire Marshal. Fire Department - hazardous duty provision
Member Greer moved to approve Years of Service Pensions for Sylvester Parker and
James E. Goodloe. The motion was duly seconded and carried unanimously.
b) Review and Action on Employee Request to Vest Pension
1) Sidney Roberts - Public Works Supervisor II, Public Works Department

Sidney Roberts has resigned his position after being employed by the City for more
than 25 years. He will qualify to receive his pension beginning August 1, 2001.

Member Clark moved to approve the request by Sidney Roberts to vest his Pension.
The motion was duly seconded and carried unanimously.
c) Approval of New Hiros as Pension Plan Members
Karl Popls originally was hired on August 6, 1990, resigned on August 10, 1997,
arid withdrew his pension contributions. He was employed from the reemployment list on
January 16, 1998.
In response to a question, Human Resources Technician Debbie Ford reported after
resigning, employees have 6 months to withdraw the resignation and be placed on 'the
reemployment list. Interim Human Resources Director Steve Rosenthal said former
employees return to the City for many reasons, including dissatisfaction with alternative
c'areer choices. He did not think Mr. Pople had resigned to recover his pension
contributions. The advantage of rehiring trained staff was noted. Mr. Pople, who resigned
from a supervisory position, has returned to another position. Unless Mr. Pople buys back
his pension benefits as allowed by the plan, his Pension benefits will be based on his
January 16, 1998, hire date.
Member Clark moved to accept the following employees into membership in the
Pension Plan:

ITEM #6 . Director's Reoorts
Placement of disabled workers
Mr. Rosenthal reported staff is working to place disabled employees in othel'
positions.
Budgeted FTEs
In his March 11, 1998, memorandum, Mr. Rosenthal said in response to Member
Clark's request to provide a monthly FTE count of filled positions, Human Resources is
finalizing a position Identification log. Pending some final clarifications, as of March 11,

1998; the City had 1,629 filled FTE positions. The FY (fiscal year) 1997/98 budget
includes 1,70.3 positions. ,The process will be standardized prior to next month's meeting.
Mr~ Rosenthal said changes resulting from part-time and seasonal employees result
" in a dailv fluctuation.' Grant positions are not included in the total. In response to a
question, he said tracking this information will not be cumbersome for staff as long as the
log is maintained. It was recommended this data also be reported to the Pension Trustees.
