The Chair called the meeting to order at 7:02 p.m. at City Hall.
ITEM - Agreement for Development and Disposition of Property with Information
Management Resources, Inc., (lMR) Site II Project, 1180 Clevefand Street

On June 15, 1998, the CRA Trustees approved negotiations with the Justice
Corporation for development of the property at 1180 Cleveland Street. Negotiati,ons
have resulted in a recommended Development Agreement. If approved, the CRA
will sell to IMR (Information Management Resources) the 1.2-acre site for a
purchase price of approximately $131 ,770. IMR proposes to construct additional
support facilities which are required by the expansion of the IMR Global Center. The
agreement has a 10 year life, subject to termination under certain conditions. IMR
agrees to pay all application, inspection, regulatory and impact fees or charges
pertaining to the project including, but not limited to, water and sewer impact fees,
cost of water taps and meters, development impact fees, site plan review fees,
building plan review fees, concurrency management fees, Florida Department of
Transportation (FOOT) driveway permit fee, and Southwest Florida Water
Management District permit fees to the extent that such fees or charges relate to
the IMR Site 11 Project. The CRA agrees to pay.all transportation impact fees, if any,
which may be associated with the Project. The CRA will provide offsite retention
and detention. IMR can terminate the agreement before expiration by paying the
eRA an agreed-upon amount.

Assistant City Manager Bob Keller reviewed the item, stating IMR will
continue to use the existing building for a time before replacing it with a mixed use
building. They must build within five years. He reported steel to begin construction
of the Global Center was delivered to the former annex site yesterday. In response
to questions, it was indicated IMR will pay an estimated $26,900 in impact fees;
$ 500 for FOOT driveway permit fee; and $4,000 survey costs. Impact fee credits
were discussed.

Trustee Hooper moved to' approve an Agreement for Development and
Disposition af Property with Information Management Resources, Inc., (IMR) Site II
" Project for property located at 1180 Cleveland Street. The motion was duly
seconded and carried unanimously.
