The Vice Chair called the meeting to order at 9:00 a.m. in the
Main Library's Board Room.
(~~ Approval of Minutes.
"t~ The minutes of the April 19, 1996, meeting were approved as
submitted.
Summer Reading Proqram.
Marsha McGrath, Youth Services Librarian, gave a presentation
of the Library's Summer Reading Program which begins June 10th.
The summer program usually draws attendance of approximately 10,000
young people. Ms. McGrath highlighted some new programs being
offered this summer.
Library Director's Report.
The Library has received quite a' bit of publicity recently
regarding the overdue materials legislation and the need for a new
Main Library.
Cooperative Finance Committee Report:
The Cooperative Finance Committee is looking at
funding formula used to disburse funds to the
libraries. Four options are being considered.

A,
~ East Lake library supporters are desperately looking to anyone
to fund a library in the East Lake area. There is some confusion
about possible double taxation.if an unincorporated area votes to
,join the Cooperative and later votes to tax themselves for a
llibrary. Dr. Hallam is checking with pinellas County's Attorney
for clarification.
Library Board and Cooperative Board Applicants:
Five vacancies will exist on the Cooperative Board of
Directors this year. Names are also always needed for the
Clearwater Library's Advisory Board.

Police Service Technicians:
Two Police Service Technicians are being requested to replace
the present security guard contract at Main Library. The PST's are
trained and hired by the Clearwater Police Department and will work
staggered shifts covering Main Library 30 minutes before opening
through 30 minutes after closing each day.
Library Assistant for Countryside:
An additional Library Assistant position funded by Coop money
has been approved to begin July 1 at the Countryside Library. Upon
Althea Andersen's retirement, the Extension Services Division
Manager position will be changed to Admin. Support Manager I.
Security System:
After one year using the security system, only two videotapes
were missing from the collection instead of over 100.
New Main Library: .
Construction money for a new Main Library is projected in the
ClP budget for years 1998-2000. Dr. Hallam will invite
participants to various focus groups this summer to discuss what
they would like to see in a new Main Library. Dr. Hallam stressed
that Board members need to educate people on the need for a new
Library.
Budget for FY 1996-97:
The budget process for FY 1996-97 has begun. The Library's
operating budget will be flat next year.

Reports: Foundation. Friends. Cooperative.
Mr. Hunt reported the Foundation has appointed Bobby Byrd as
the last member of the Foundation Board for this year. The
Foundation is planning a fall project.
The Friends of the Clearwater Library are awarding
scholarships totaling $2,000 to three applicants from the Library
staff.
Next Meeting.
The next meeting of the Boal"d is scheduled for Friday,
September 20, 1996, at 9:00am.
Adiournment.
Mr. Nichols moved to adjourn the meeting at 9: 50 a. m. The
motion was duly seconded and carried unanimously.
