The Chair called the meeting to order at 9:40 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily discussed

ITEM #2 - Aporoval of Minutes

Trustee Hooper moved to approve the minutes of the meeting of May 13, 1996, as
recorded and submitted in written summation to each Trustee. The motion was duly seconded
and carried unanimously.
ITEM #3 - New Business
a) Update for changes to Downtown Plan - None
b) Schedule Special Meeting
Interim Director/Deputy City Manager Kathy Rice said a resolution needs to be passed
changing the Downtown Plan to allow the proposed Winn-Dixie to be located in the CRA area.
The Planning & Zoning Board must review the resolution before the City Commission votes on
it.
Commissioner Johnson moved to schedule a special meeting on June 20 at 4:00 p.m.
to vote on a resolution regarding the proposed Winn-Dixie. The motion was duly seconded and
carried unanimously. '
c) Schedule budget workshop with the DDB

Ms. Rice said a budget Work Session with the DDS (Downtown Development Board)
needs to be scheduled.

,~ Consensus was to meet on August 5, 1996, at 5:30 p.m. Ms. Rice will advise the
,I Trustees of the meeting location.
d) Announcement of the award of Brownfield
Economic Director Alan Ferri said out of 200 applications, the City was one of 18
communities funded for Brownfield. He met with Federal officials last week to receive official
recognition. Under the funding, the City will receive $100,000 with an option to renew. He
will receive additional information at a meeting in Atlanta. He said the staff team of Assistant
Director of Engineering! Environmental Tom Miller and Environmental Specialist Supervisor
Miles Ball09g were instrumental in gathering information for the application. Brownfield funds
will be directed to serious economic development and environmental clean up. He indicated a
new bipartisan bill would fund $2-billion in tax credits for environmental clean up over 7 years.
He said if this legislation is passed, the City would qualify for $33-million in tax credits for
downtown. He recommended the City Commission dialog with local legislators to encourage
approval of this bill. Local impact would be substantial.
Mr. Ferri said the City received the award because of the way the City treated and
contained stormwater, the City's joint partnership with the local industry council, and the City's
heavy involvement with the academic community (USF). Few communities have established
regional efforts. Ms. Rice said once staff has the information, they will prepare letters for the
Trustees' lobbying efforts. Mr. Ferri said the NLC (National League of Cities) strongly supports
the bill.

In answer to a question, Ms. Rice said the deletion of tax rolls noted in a memorandum
from Central Permitting Director Scott Shuford refers to public projects already in the plan. The
Winn~Dixie will be an addition to the tax rolls. Mr. Shuford said deletions include the relocation
of the library. The numbers will be refined as more data is available. The only change is a
grocery store will be added and the residential area will be reduced.

Ms. Rice said the search for an executive director is moving along.
