I. Call to Order

The meeting was called to order by Chair Baldwin at 9:06 a.m. at the
Municipal Services Building, Clearwater, Florida. In order to provide continuity for
research, the items will be listed in agenda order although not necessarily discussed
in that order.
II. Approval of Minutes for September 4. 1996
Member Cole referred to Item #3, sentence 5 and requested it read, "Ms.
Sherry. . ." She referred to Item #5, paragraph 3, sentence 4 and requested it
read, "Boards that meet monthly. . ." She suggested moving the last sentence on
page 2 to the end of the first paragraph on page 2. Mr. Roether referred to Item
#4A, sentence 3 and requested it read, " . . " the City property at Soule Road. . ."
It was suggested adding "hibiscus" to Item #4A. sentence 4. Member Merriam
moved to approve the minutes as corrected. The motion was duly seconded and
carried unanimously.
HI. Correspondence
Members acknowledged a letter received from City Manager Betty Deptula
requesting board members refrain from wearing political buttons at board meetings.
IV. Ongoing Business
A. Gulf-to-Bay Beautification Program

Mr. Roether said October 1, 1996 began the 1996/97 fiscal year budget. He
thinks the money for the palm tree project on Gulf-ta-Bay Boulevard was approved
in the Capital Improvement Project Budget. Some asphalt and concrete may be
removed in order to plant the palms. Planting will involve minimal time and is not

anticipated to create traffic problems during the tourist season. It was noted this
project is not on the landscape priority list. It may be February of 1 997 before the
project begins. Soule Road will be finished this week; Pier 60 will take 2 to 3
weeks to landscape; and the new Police Building will take 2 to 3 weeks. The
sidewalk is being installed on Park Street and will require landscaping. It was noted
nothing has been done by the State to the medians at the corner of U. S. Highway
19 and Highland.
B. Memorial Causeway Bridge
Funding for the proposed bridge has been under scrutiny and in the
news, and a meeting is scheduled for October 15, 1996 at the Calvary Baptist
Church on Cleveland Street from 5:00 p.m. to 8:00 p.m. It was suggested
members attend. Hopes are that a wide representation of the public will attend. It
was noted the Drew Street route would affect a large portion of commercial and
residential property, and the cost would be phenomenal.
Discussion ensued regarding revenues generated by the beaches compared to
the rest of the City.
It was noted the Commission is still considering a parking lot on the
Causeway. At previous meetings, some Marina business owners said they preferred
a simple gravel lot with landscaping for use by employees only. They do not want a
concrete jungle.
C. Appreciation Program
Since Mr. Wilson was absent from this meeting, discussion regarding the
Appreciation Program was put on hold until the next meeting.
V. Staff Report$
It was noted the new welcome sign on State Road 60 has not been
landscaped, but the sign is very attractive.
Discussion ensued regarding the construction of a swimming pool for the
existing recreation center at Clearwater Beach.
Mr. Roether said Soule Road Park will be very nice. Lake Chautaugua is
under construction. At the Landmark extension from Enterprise Road, trees have
been cut and a posted sign indicates the road is scheduled for completion in March
of 1997. The D. D. Davis property will be a neighborhood park with tennis courts
and a playground.
VI. New Busines..s.
Member Aft suggested this Committee recommend to the City a uniform sign
for all Clearwater neighborhoods. This has been well~received in other cities.

. Placing uniform signs with distinctive colors and designs throughout Clearwater
neighborhoods will generate neighborhood pride, and distinguish individual
neighborhoods in Clearwater from adjacent city neighborhoods. It was noted as
current neighbqrhood signs are replaced, the designated signs would be used. A
joint effort with the City and individual neighborhood associations was suggested.
Individual neighborhood associations could maintain the signs and the surrounding
landscaping. It was suggested the Committee contact City personnel responsible
for the Adopt~a~Park Program for ideas prior to recommendation of a proposal to the
Commission.
