Mr. Raether said the Sand Key sign has been landscaped with hawthor�, hibiscus and creeping lantana; the sign at �dgawater Drive was landscaped and palm fronds trimmed; and the sign at State Road fi0 was mound$d with fill dirt and will be landscaped next week. Mr. Wils�n rerrrinded everyone that Gulf-ta-Bay Baulevard is a State road, anai the City must canfarm to DOT requirements, It was nated some rights-of- way thraughout the City are very narraw, and businesses are dependent upon concrete for parking spaces, Utilities must also be consicfered vvhen planning landscaping prajects. C. Memorial Causeway �ridge The Memorial Ca�seway Bridge meeting has been reschedu�ed for mid- Uctober. Ms. Dept�la has asked the State no# to go forward with planned repairs . urttil sttch time a determination is made whether the propnsed bridge will b� built. Mr. Baldwin nated Clearwater's phil�saphy or� funding the constructian is probably {'�L�� simitar ta Tampa's regarding "malfur�ction junction". The City engineers navs distributed questionnaires to obtain feedback regarding the propased bridge. Should a new bridge be built, it wi11 affect the watarfront desig�, and therein the Beautificatian Committee's future interests. D. Appreciation Program Mr. Wilson will update tne Committee an the status of the propased Appreciation Program upon rec�ipt of feecibacEc from City Manager Deptula. E. Staff Reports Mr. Wilsan indicated the Cammission is considering a proposal fflr a parking !ot on the south side of the causeway, and has asked for input an the propasal from advisory cammitt�es, The proposed parking �at would provide 48 parking s�aces for fishermen and the marina. It was no#ed some of the marina cruise ships are rated to carry more passengers tY�an the City permits, because of the limited riumber af parking spaces currentiy availahle in the marir�a lot. Additivnal parking would enable cruise ships to carry mor� passer�gers and boost revenues. The Committee expressed cancsrn about traffic pro6lems, access� and pedestrian safety. It would be necessary for traffic traveling west to turn around and proceed east in arcler to park ir� the lot. Ms. Cole said it would be n�cessary for pedestrians ta cross a small _� bridge, walk through a smaller parking fat, and walk around a dumpster area before t�"�'� entering the marina. She said last yQar cansultants proposed re-striping the City parking (ot near the marina. Th� study indicates that � 00 additional parking spaces cou2c! be added if existing spaces were reduced in size. Mr. Sudalnik mo�ed as a first option, the City reconsider the parking plan to re-stripe and re-me#er existing City I�ts as recommendec! by consuitants last year, rather than buiid new Eots. Safety hazards, loss of green space, and traffic prablems with the propasecf caus�way parking lot were cited as justification for the mation. The motion was seconded and carried unanimausly. �L:��3�T�� Mr. Wilson complimented Mr. Baldwin on the annual report submitted to the Commission. Mr. Baldwin gave M�. Sucialnik a copy of Sectian 2.7 01 of Di�€sian 3 ot #he City code which states the responsibilities of the Beautification Committee. Discussion ensusd regarding Member Pullar's attendance at meetings. Her employer will not grant her time to attend meetings �nless she uses it as vacation time. According to City ordinance. any member af a board may be removed by the City Manager far excessive absences. Boards that meet monthly may recommend removal af a member fior mare t�an 4 absences, exc�ssed ar unexcused, in a 12 � month periad. A coRSensus of inembers indicated Member Ptsllar is a vital member of the team� and t#�e Committee does not recommend removal.
