to Taurism Qevelo�ment Director Sherry were reviewed. The Office o# Tourism is
recommendir�g a City-wide strest ba�r�sr prograrr� be considsred. lniiial
recommenciations are ta expand the existing dawntown banner sut�jects into high
#raffic commercial areas througl�out t�e City. Subjects incl�d� Jazz Holiday, Sun 'N
Fun, Welcame Phillies, and Welcome Winter Visitors. Ms. 5herry had indicated the
Jazz Holiday vendors and a#her vendars invo�ved in theme acti�ities may not
embrace the hibiscus loga. The Of#ice af Taurism indicatsd the primary message
may become diluted or canfusing shoufd the hibiscus be included. Rather than
actding the hibiscus #o other subjects, aonsicteration of a banner solely far tne
hibiscus logo was suggestec4. Ms. Aft emphasized the Committee's intention is ta
recognize the hi�iscus as the City's logo. It wauld be used an signs on a permaner�t
basis, and would not be replaced when other theme banners changed. Various

A. Landsca�ing -"Welcame to Clearwater" Signs
Ms. Cole compEimented Mark Roether, City Parks and Recreation Nursery
Superintendent, on outstanding landscaping done throughaut tF�e Ci#y. She
remarked 4anciscaped triangles at the �each are gorget�us, and the parking lat
landscaping along the p�rimeter of the right-�f-way south of I'ier 60 is imprassive.
ft was �oted Mr. Roether is also respor�sible for landscaping at Coopers BayoU park,
#he City property at Soule Road, I'ier 60 Park, the new palice station, and the
Municipa� Services Builcling. Mr. Raether said the Sand Key sign has been
landscaped with hawthor�, hibiscus and creeping lantana; the sign at �dgawater
Drive was landscaped and palm fronds trimmed; and the sign at State Road fi0 was
mound$d with fill dirt and will be landscaped next week. Mr. Wilson said the

B. Gulf-to-Bay Beautificatian Program
Mr. Baldwin circulat�d a baoklet and pictures �f Victaria British Calumbia
Canadian landscaping. First impressions are important ta the �itaEity af any City. It
was noted arty type of landscaping to soften and beautify the concrete look of main
thoroughfares, especially Gulf-to-Bay Baulevard, waufd be an improvement,
Portuiaca flowers and otl�er minimal care #oliage were s�gg�sted for landscaping
Gulf-to-Bay Bautevard. Potted piants permanently affixed to cement areas was also
suggested. Mr. Wils�n rerrrinded everyone that Gulf-ta-Bay Baulevard is a State
road, anai the City must canfarm to DOT requirements, It was nated some rights-of-
way thraughout the City are very narraw, and businesses are dependent upon
concrete for parking spaces, Utilities must also be consicfered vvhen planning
landscaping prajects.
C. Memorial Causeway �ridge
The Memorial Ca�seway Bridge meeting has been reschedu�ed for mid-
Uctober. Ms. Dept�la has asked the State no# to go forward with planned repairs
. urttil sttch time a determination is made whether the propnsed bridge will b� built.
Mr. Baldwin nated Clearwater's phil�saphy or� funding the constructian is probably
{'�L�� simitar ta Tampa's regarding "malfur�ction junction". Tampa will perform the work
�,� and receive reimbursement, plus interest, from the S#ate 8 ar 9 years later.

� Althaugh Clearwater prefers not ta wait 10 to 12 years for the State to build the
' proposed �ridge, without ass�rances for rsimbursement the City will not proceed
with briclge construction. The City engineers navs distributed questionnaires to
obtain feedback regarding the propased bridge. Should a new bridge be built, it wi11
affect the watarfront desig�, and therein the Beautificatian Committee's future
interests.
D. Appreciation Program
Mr. Wilson will update tne Committee an the status of the propased
Appreciation Program upon rec�ipt of feecibacEc from City Manager Deptula.
E. Staff Reports
Mr. Wilsan indicated the Cammission is considering a proposal fflr a parking
!ot on the south side of the causeway, and has asked for input an the propasal from
advisory cammitt�es, The proposed parking �at would provide 48 parking s�aces for
fishermen and the marina. It was no#ed some of the marina cruise ships are rated to
carry more passengers tY�an the City permits, because of the limited riumber af
parking spaces currentiy availahle in the marir�a lot. Additivnal parking would enable
cruise ships to carry mor� passer�gers and boost revenues. The Committee
expressed cancsrn about traffic pro6lems, access� and pedestrian safety. It would
be necessary for traffic traveling west to turn around and proceed east in arcler to
park ir� the lot. Ms. Cole said it would be n�cessary for pedestrians ta cross a small
_� bridge, walk through a smaller parking fat, and walk around a dumpster area before
t�"�'� entering the marina. She said last yQar cansultants proposed re-striping the City
parking (ot near the marina. Th� study indicates that � 00 additional parking spaces
cou2c! be added if existing spaces were reduced in size. Mr. Sudalnik mo�ed as a
first option, the City reconsider the parking plan to re-stripe and re-me#er existing
City I�ts as recommendec! by consuitants last year, rather than buiid new Eots.
Safety hazards, loss of green space, and traffic prablems with the propasecf
caus�way parking lot were cited as justification for the mation. The motion was
seconded and carried unanimausly.

Mr. Wilson complimented Mr. Baldwin on the annual report submitted to the
Commission.
Mr. Baldwin gave M�. Sucialnik a copy of Sectian 2.7 01 of Di�€sian 3 ot #he
City code which states the responsibilities of the Beautification Committee.
Discussion ensusd regarding Member Pullar's attendance at meetings. Her
employer will not grant her time to attend meetings �nless she uses it as vacation
time. According to City ordinance. any member af a board may be removed by the
City Manager far excessive absences. Boards that meet monthly may recommend
removal af a member fior mare t�an 4 absences, exc�ssed ar unexcused, in a 12
� month periad. A coRSensus of inembers indicated Member Ptsllar is a vital member
of the team� and t#�e Committee does not recommend removal. Mr. Wilson said this
