APPROVAL OF FEBRUARY MINUTES There being no changes to the February minutes, Ms. Merriam moved to approve and Ms. Cole seconded. ~III. CORRESPONDENCE ~ Mr. Baldwin received no correspondence this month. llV. ONGOING BUSINESS I 0'J.: I " . ", A. Land Development Code - Mr. Baldwin said during Mr. Quillen's review of the proposed Land Development Code at the February meeting the thing that upset the conuni ttee was the elimination of the reference to the hibiscus. Mr. Baldwin also said if you read through the proposed Code it will almost require a landscape architect if individuals are going in to a new development, because the requirements are such that you just can't go out. and do some of the things they require without some real knowledge of plant types. Ms. Cole said the Beach Chamber and the Clearwater Beach Association will vehemently oppose the palm tree limit. Ms. Cole asked if the City is going to support new developers with what they need to comply with the Land Development Code. Mr. Roether said that Alan Mayberry and Mike Quillen had said at the last meeting that they had already helped a number of people with their plans. Mr. Baldwin said the City should be here to help not be adversaries. Mr. Roether said the Land Development Code makes sense landscape wise. Mr. Baldwin said the Environmental Section additions went overboard. Ms. pullar asked if anyone knew how the Code compared to other cities, counties, etc. Mr. Roether said he did not know, but the others were probably not as stringent. Ms. pullar asked if state guidelines were met. Mr. Roether said a lot of the recommendations came from SWIFTMUD. Ms. Cole said she feels the City has to offer the people assistance in lieu of the people having to hire a landscape architect. Mr. Baldwin and Ms. Bickerstaffe said sketches or drawings should be included. Ms. Cole said the average person will need assistance and lists that show tolerance of plants recommended for each type of situation. Mr. Roether said there probably is a list of recommended trees. Ms. Cole said the City needs to provide the rules and tools that need to be followed. ~~) Ms. Bickerstaffe asked about the hibiscus in the Land Development Code. Mr. Roether said he agrees with the way the Code currently reads as far as not recommending certain shrubs as required buffers because if they were to die off, since the City recommended them, the people might have reason to ask the City to replace them. Ms. Cole said the committee should refuse to endorse until further mention of the hibiscus is included. Mr. Baldwin suggested the committee come up with specific objectives. Ms. Bickerstaffe said two things that should be included are the attached list of materials suggested to use and having the hibiscus, as suggested plantings, not mandatory plantings. Mr. Baldwin said he would write a letter to Environmental with the views of the committee. B~ city Theme Project - Ms. Cole said the committee has no direction and needs vision, or a mission relating to this proj ect. Ms. Bickerstaffe said maybe the committee needs an expert to help with this subject. Mr. Baldwin said that he would tie in the Welcome to Clearwater Sign with this. c. Welcome to Clearwater Sign/Sand Ke~ - Mr. Baldwin showed the committee the example of the sign created by Signature Signs, with his input. The conuni ttee was extremely excited with the design but agreed the sign ~ should stand alone and not. have community advertising on the sign. Mr. Roether said he would take a copy of the proposed drawing to the meeting with the Sand Key Association. D. Staff Reports - Mr. Roether said the Nursery Division had designated March as clean up month from the freeze, basically a spring cleaning. Ms. Cole said she had received comments about the causeway having a lack of floral look to it. Mr. Roether said he knew nothing new on the Pinellas Trail and that he did not believe that the landscaping of the entrance of the Clearwater Air Park was on his list of priorities for the year. I V. NEW BUS lNESS I A. Fun 'N Sun Parade - The committee discussed whether to proceed with trying to come up with the sponsor, the Sand Key Sheraton, again or was it too late. Ms. Blakemore said she would contact Mr. Russ Kimball of .~ the Sheraton and see if they were willing to sponsor the float again. 1......<1"1 Ms. Cole suggested the committee get live entertainment 0 the float.
