To provIde continuity for research, items are In agenda order aJthough not necessarily discussed In that order. ITEM #1 - 25 Causewav Boulevard. Clearwater. Florida. Owner - Citv of Clearwater. Reoresentative - William H. Gilmore. Inc. - Requesting a variance from Section 51.32(2) Code of Ordinance, to build a new building below the required 12-foot flood elevation. Parcel # 08/29/15/15606/000/ 0110. .....~' , ' ~ "Jt~~J The applicant, Sanford Haggert, plans to replace the old shed on the dock with a new one for his business, Double Eagle Deep Sea Fishing. The old shed cannot be repaired after it is removed for Marina dock repairs. The replacement will be 13 feet longer and 6 inches wider than the current shed. Besides operation goods and freezers/refrigerators for galley supplies, Mr. Haggert will use the building to store machinery and oil drums currently located on the dock. Central Permitting Supervisor Kevin Garriott said the board recently granted a similar request to construct a cruise office. He indicated the shed must be built to withstand 110 mph winds. In answer to a question, Mr. Haggart said the electrical will be installed according to code. He pointed out the Marina shuts off the docks. electricity every time a danger of flooding occurs. Member Walker moved to grant a variance from Section 51.32(2) Code of Ordinance, requested by Sanford A. Haggert to build a new building below the required 1 2- foot flood elevation at 25 Causeway Boulevard; Clearwater; which is owned by the City of Clearwater, Water Lot 1; Parcel Number 08/29/15/5606/000/0110. The motion was duly seconded and carried unanimously. ITEM #2 - 1006 Eldorado Avenue. Clearwater. Florida. Owner - Alan H. Tralins Reoresentative - Alex Pliska. Mvers. Pliska Architects. PA. . Requesting the homeowner reasonable use of the site. Approximately 1/3 of the property is West of the seawall. The 18-foot setback impacts the site to the extent that it is unbuildable. I ' J j' . ~" J " /:> structure, and habitable space. Mr. Plisko said the board previously had approved a variance for a similar request nearby. Lots were platted years ago. The base of the house will not extend past the interface with the sea wall and the building will be landward of the CCCL (Coastal Construction Control Line). As the beach is approximately 1,500 feet wide, he feit the sea wall serves no purpose. In pictures he distributed of abutting properties, the staircase to one house straddles the seawall. In answer to a question, Mr. Plisko said access will remain open to the tie backs. He said the use of piles or spreads for construction will depend on soil test results. He felt property owners should not be penalized because of the sea wall's location. Discussion ensued regarding City determination if the sea wall remains a sea wall now that it is far from the water line. Member Corcoran moved to approve the variance to the Coastal Construction Code of Chapter 39 of SBC~94 requiring an 18~foot setback for a O~foot setback to allow construction to the sea wall at 1006 Eldorado Avenue, Clearwater, Lot 8, Blk 69, Mandalay subdivision, Parcel Number 2915/05/54666/069/0080101. The motlon was duly seconded and carried unanimously. ITEM #3 - Aooroval of Minutes <) Member Corcoran moved to approve the minutes of the regular meeting of May 8, 1996, as recorded and submitted in written summation to each member. The motion was duly seconded and carried unanimously. ITEM #4 -Pendina Matters It was suggested the City consider new rules regarding construction by sea walls rather than forcing property owners to spend money and time to request variances for a predetermined policy. Mr. Garriott said FEMA looks favorably on the City's current method of sea wall and flood management. ITEM #5 .
