The meeting was called to order by Chair Martens at 8:00 a.m. at the Marina
conference room, 25 Causeway Boulevard, Clearwater, Florida. In order to provide
continuity for research, the items will be listed in agenda order although not
necessarily discussed in that order.
Chair Martens asked if there were any changes or comments regarding the
August 13, 1997, minutes. Since there were none, he announced that the minutes
would stand approved as submitted.

1 . Marina Free~standinQ Siqns
Harbormaster Held stated a commercial Marina tenant had inquired about the
possibility of placing a free-standing sign at the Marina which advertised the Marina
and the available fishing fleet services. In order to comply with City Code, the sign
must be no more than 12 feet in height. It was noted that should this Board
recommend a sign, approval must first be obtained from the Design Review Board,
and moneys allocated in the 1998/99 Marina budget. Currently, City Code would
permit 2 free-standing signs, one of 48 square feet and one of 24 square feet. The
issue is where to locate the signs to effect the best impact. It is estimated the sign
could cost $10,000. Discussion ensued and Members felt there was no available
space and that the sign was unnecessary.
2. Review Areas for Possible Boat Ramos

Mr. Held referred to an aerial map of the beach. Currently, there is a
Seminole launch ramp, a ramp at the recreation center, and 3 ramps at the Sailing
Center for small sailboats. Previously, this Board had discussed the possibility of
ramps at Stevenson's Creek and the Courtney-Campbell Causeway near the
Bayview Mobile Home Park. The problem with the area near the Bayview Mobile
Home Park is that a portion of that property is owned by the County. Additionally,
there would be some difficulty gaining boating access to the water's edge. It was
noted that the property is very shallow, especially at low tide. Discussion ensued
regarding other possible sites for boat ramps within the City. It was remarked that
the north shore of Allen's Creek has been fenced. The streets off North Fort
Harrison that dead-end into Clearwater Harbor offer no parking and are mainly

residential property. Some time ago it was acceptable to access the area near
Boatyard Village, but a fence has been constructed. Many people use the boat
access on the Gandy bridge and can access the Weedon Island area. It was
remarked that since Clearwater is a waterworiented community, it is unfortunate that
there is not one single boat ramp on the Tampa Bay side of the City. There is a
boat ramp farther north at Phillipe Park in Safety Harbor. Allen's Creek is currently
only navigable by canoe or kayak. There had previously been access to the water
east of the Memorial Causeway Bridge.
3. Island Estates Prooertv
Mr. Held indicated he has spoken to Parks and Recreation Director Ream
Wilson regarding the property at Island Estates. This Board has previously
recommended to the City Commission that the property be utilized as a Marina. No
firm decisions have been made at this time. Discussion ensued regarding the best
use of that property and the water quality requirements. It was noted that more
boat slips are needed in addition to the existing slips at ,the Clearwater Marina. Mr.
Held will discuss with Mr. Wilson the possibility of constructing both a marina and a
park at the Island Estates site.
4. Personal Water Craft Ooerations in Clearwater

Chair Martens noted an article in USA Today stated the number of personal
water craft in the United States has tripled, increasing the number of water craft
accidents. It was noted that it is difficult to control or restrict the number of
personal water craft in certain areas. Only water craft speed is currently controlled
by the FOEP (Florida Department of Environmental Protection) if it pertains to a
safety factor. Member Wilhelm moved to recommend that Clearwater restrict
personal water craft in Clearwater Harbor. There was no second. Upon the vote
being taken, Members Martens, McFarland, Hemerick, Dohrman, Cline and Smith
voted "Nay". Motion failed.
5. FishinQ Ordinance
Within the next 6 months, the 3 fishing piers at Clearwater Pass are
scheduled to be completed. Application for permits will be submitted this week.
Generally, it takes 90 days to receive final approval from the State. The piers will
be 10 feet wide by 48 feet long. They will have handrails, will be lit at night, and
will be accessible from the parking lot on the beach area south of the Memorial
Causeway Bridge.
It was noted that fishing is no longer permitted off the Memorial Causeway
Bridge. Fishing is also prohibited on Clearwater Pass Bridge, the bridges at Island
Estates, and any other City properties that are posted.

Anv Other Business
Chair Martens noted that the Magnolia Street Dock construction begins on
Monday. No water quality studies were necessary. It was noted that water quality
studies are only required for construction of new commercial marinas.
Mr. Held noted that the Police Substation on the Sayway will be closing.
Police Department personnel will move into the Memorial Civic Center. They will
park their vehicles at the main station and commute back and forth. It is unknown
what will be done with the substation.'
