The Chair called the meeting to order at 8AM at the Clearwater
Municipal Marina Building Conference Room
ITEM #2 Approval of minutes

A motion was made to approve the minutes of the regular
meeting of May 8, 1996, as recorded and submitted in written
summation to each member. The motion was duly seconded and
carried unanimously.
ITEM #3 Agenda Items
A. The first item discussed was the parking controversy in the
marina. Mr. Held outlined the CLEARWATER PARKING STUDY
RECOMMENDATIONS(a copy enclosed). The charter boat DAISY MAE
situation was discussed. Mention was made that during the last
few years there has been a rampant increase in the number of
"over six" passenger carrying vessels allowed in the marina,
as well as existing operators increasing their passenger
capacity_ No variances were ever needed. In addition, new
corporate offices are being built on the east end of the marina.
It was assumed that additional parking slots would now be needed
for the'employees. But a small charter boat operator, who wants
to ,increase his passenger capacity and is willing to give writtem
assurance to the City that he will not use, under any
circumstances, any more parking slots than he uses at present,
is being denied even to have a variance processed.

Capt. Richard Howard stated that if the Daisy Mae gets a variance
another ten boats would apply. But what difference would that
make if all the boats gave assurances that they will not use
any more parking slots than they are allowed to use at present?
The need of a variance was then questioned. If all boats will
agree not to use any more slots than they use at present, why
can't those boats that can get USCG certification be allowed

to carry more that six passengers simply by paying additional
docking fees to the City?
A motion was made that the City should not interfere with free
enterprise when that enterprise would produce nothing detrimental
to the common good. In this case the enterprise would not use
any more parking slots that it uses at present and therefore
would not cause any hardship nor inconvenience to the general
public and taxpayers of the city of Clearwater.
The motion died for lack of a second.
B. 'The second item discussed was a proposed fence on the ci ty
property at the south end of the Clearwater Pass bridge. The
city intends to build a fence from under the south end of the
bridge along the seawall, west to the staging area and loading
dock of the "Tortugall. The corridor will be about 25 feet wide
and will be used mainly by fishermen who desire to fish from
the seawall. They would have access to the area without'having
to enter the park which closes at night. Parking would be on
the beach area to the east of the bridge along the bay.

If this is successful there may not be any need to construct
a fishing pier. City staff is to be commended for the idea.

c. The next item concerned city property leases. Mr. Held
reviewed the current and proposed policies for marina lease
agreements. Mr. Held also stated that each city department is
reviewing it's leasing arrangements on all the properties they
manage.
o. The next item was the sailing center dock. The city expects
to receive permission for permanent status on 6/14 or 6/17.
E. The last item concerned the Local Interest Group for the
proposed bridge over memorial causeway. The chairman urged all
MAB members to attend.
