The Chair called the meeting to order at 8AM at the Clearwater
Municipal Marina Building Conference Room.
ITEM #2 - Approval of Minutes
A motion was made to approve the minutes of the regular meeting
of April 10, 1996, as recorded and submitted in written summation
to each member. The motion was duly seconded and carried
!::J unanimously.
ITEM #3 - Informational Items
o
A. Regarding the floating dock at the sailing center on Sand
Key. Mr. Held stated that the City received tentative approval
from the State's Department of Environmental Protection to grant
the dock permanent status. Mr. Held said that there will probably
be some conditions and/or restrictions that go along with the
approval such as prohibiting power boats from using the dock,
thel marking of sea grass beds, etc. The county must also approve
the permanent status of the dock. That should be no problem.
B. The MAB discussed the directive by Scott Shuford regarding
parking variances{see attachment). Mention was made of various
studies of the parking situation on the beach and the marina.
According to one study there is a deficit of 500 spaces. However,
it was mentioned that an official survey showed there was an
80% vacancy. The MAB discussed the perceived problems with the
Post Office vehicles, the inspected passenger carrying vessels
that carry as much as 100 passengers or more, and the tenents
of the marina building. Mr. Held stated that he will ask the
employees of the Post office and the other marina building
tenents to park their vehicles in the Civic Center parking lot.
Mention was made of the charter vessel DAISY MAE 'requesting
a variance to allow the owner to carry more than 6 passengers.
The DAISY MAE CHARTERS will be the first business that would
require a variance in the marina area. But, the directive of

Mr. Shuford was further discussed; and in the opinion of the
MAB the directive tended to repress legitimate business. A motion
was make to send a letter to Mr. Shuford requesting him to recind
his directive of April 25, 1996. The motion was seconded. A
vote was taken and the motion carried 4-2 with one abstention.
C. The Safe Boating Proclamation was discussed. The proclamation
will be read by Mayor Garvey at the regular commission meeting
at 6PM on May 16, 1996. Mr. Held stated that the US Coast Guard
Station at Sand Key will have a safe boating event on Saturday
May 18, 1996. All are welcome.
ITEM #4 Discussion Items
The Local Interest Group providing ideas, advice and addressing
local concerns regarding the construction of the Clearwater
Memorial Causeway High Level Fixed Bridge was discussed briefly.
It is interesting to note that at least two members of the MAB
are also members of the interest group.

Based upon a meeting held April 23, 1996 with the consultant doing the beach parking study,
it appears that there is no current available capacity at the marina area from the standpoint of
parking. The consultant will be proposing some operational changes that have the limited ability
to inc~se parking capacity in this area. However, none of these small scalet operational
changes create anything other than a marginal improvement of parking capacity at this site.
Consequently, ~e cannot favorably recommend future variances to parking reQuirements for uses
at the marina until a more substantial improvement to the beach parking situation is-
_implemented. -
