MARINE ADVISORY BOARD
MINUTES OF THE APRIL 10, 1996 MEETING
Members present were: Chairman Bill Stephan, Dave Hemerick,
Ernie Cline, Don McFarland, Ed Dohrman, Dave Martens,
Harbormaster Bill Held, and ex-officio member Dave Perkins.
Mr. Bill Wilhelm was not in attendence due to an excused absence.
Minutes of the March meeting were read and approved.
The first and only item of business was an in--depth discussion
of the "wake" zones in Clearwater Harbor. Mr. Held informed
the MAB about the criteria and procedures for establishing and
designating "no-wake" or "minimum wake" zones. The establishment
of any zone restricting a vessel's speed or manuvering must
be approved by federal, state, county and city governments.
Attached are letters from the Department of Environmental
Protection and the Department of Natural Resources of the State
of Florida which cover in detail the discussion of today's
meeting of the MAB. It is important to note that a state permit
mumber and a city ordinance number must be on any sign that
restricts navigation if the sign is to be valid.
A motion was made to extend the "minimum wake" zone of the ICW
north of the Memorial Causeway to daybeacon #15A just north
of the entrance to the Clearwater Bay Marine Ways. The motion
was not supported and therefore failed to carry. The MAB found
no reason to extend this "minimum wake" zone.
Another motion was made to establish a "minimum wake"
zone between day-beacons #9 and #11 along the Memorial Causeway.
There was no support and the motion failed to carry.
In an unrelated item, a motion was made to add
