The first item of business was the letter from MAB Chairman Bill Stephan regarding the new COASTAL ZONE ELEMENT. The MAB sitting as the Coastal Management Task Force would like the COASTAL ZONE ELEMENT be amended to reflect the philosophy that renourishment of eroded beaches is solely the responsibility of the upland owner of the land. See attached letter #1 The second item of business was regarding the "follow-up" of advisory board recommendations to the City Commission. See attached letter #2. I:) The next item was the Penny for Pinellas Infrastructure Tax Years 2000-2010. At the request of the City Budget Director, Mr. Bill Held submitted a list of projects that he feels should be considered for action using the Penny for Pinellas tax money. See attached letter #3. 'I ;' The next item was the Wake Zone Signs on Clearwater Pass Bridge. The Sheriff's Department had some trouble enforcing the "minimum wake" rules in the Bay. It seems that the only "minimum wake" signs were installed on the fenders of the main span(the official channel). However, boaters have been using the secondary spans to the north of the main span where there aren't any "minimum wake" signs. Consequently, boaters proceeded at excessive speeds; and when stopped by the Sheriff pleaded ignorance of the wake rules. To remedy the problem, the City will install four(4) new "minimum wake" signs. All will be on the bridge columns north of the main span. Two will face east and two will face west. The Florida Marine Patrol has granted permission. The signs will be installed next week. it ., '.' There will also be a minimun wake sign installed on the piling by the Beach Recreation Center launch ramp. Next month the MAB will discuss the State's criteria for designating no wake zones. The next item discussed was the establishment of a "minimum wake" zone between daybeacons #9 and #11 along the Memorial Causeway Channel. This was discussed at the last meeting. Army Corp of Engineers, the Coast Guard and the City Commission. The next item was a motion to changed the MAB meetings from the second Tuesday of each month to the second Wednesday of each month. The motion carried. An update was requested on the status of the Sailing Center Dock. Apparently the dock is very useful to the Sailing Center activities. The MAB again expressed concern that a permanent permit. for the dock has not yet been granted by the state. Some members even expressed concern that the City has not yet applied for the permanent permit. Since the dock at least appears useful to some nautical minded taxpayers, the MAB thinks that it is obsene to remove it and further spend(or is it "invest" nowadays?) taxpayer's money. () An up-date was requested on the ferry service that was discussed at a City Commission meeting several weeks ago. Taxpayer subsidization of the ferry service was also broached at that meeting. Apparently, the matter of a ferry service is not under direct consideration at this time, although some members of the MAB believe that the matter still lurks in the shadows awaiting an opportunity to reappear in the future. In any case, the MAB considers that any subsidization of maritime transportatIon of dubious utility and/or the subsidization of any special interests within the city is an affront to the hard working taxpayers of Clearwater. Next, Mr. Dave Perkins mentioned that there may be $100,000 still left in the toll fund. He has heard talk that it may be used to add decorative lighting on the Sand Key Bridge. The MAB considers this a waste of taxpayer's money. If the $100,000 must be spent, let it finance an essential public work. This item will be discussed next month.
