'~'..' :" '. t( ~ ~~ CITY OF CLEARWATER ,r-) MARINE ADVISORY BOARD MINUTES OF THE FEBRUARY 13, 1996 MEETING Members present were: Chairman Bill stephan, Dave Hemerick, Dave Martens, Don McFarland, Ernie Cline, Ed Dohrman, Bill Wilhelm, Marine Supervisor Mike Willis, Capt. Richard Howard, Art Murr, and Louis Hilton, Senior Planner, Central Permitting, City of Clearwater. The minutes of the January meeting of the MAB were not in the hands of the members. Consequently, the minutes of the January meeting will be read at the March meeting along with these minutes that follow. The first item of business was to welcome the new MAB member Mr. William Wilhelm. The entire Board is enthusiastically looking forward to working with Mr. Wilhelm during the next few years. The second item of business concerned the Governor's Environmental Education Award. Mr. Willis stated that Harbormaster Bill Held requested the State to consider the Clearwater Municipal Marina Marina for recipient of the award. I:) The next item concerned the Sailing Center Dock. Ms. Terry Finch is requ~sting a permit from the state to allow the dock to permanently remain at the Sailing Center. It now has only a temporary permit, and if not changed, the dock must be removed. This item was extensively discussed at the January 199~ meeting. Please refer to those minutes. The next item concerned the replacement of the swim buoys along Clearwater Beach with permanent pilings. At the January 1996 meeting of the MAB it was decided that pilings would be superior to buoys. Harbormaster Bill Held has already requested approval for the change from the Office of Waterway Management of the Department of Environmental Protection. The ball has started to roll. The next item concerned extending wake zones in Clearwater Bay. At the January meeting, the MAB thought it a good idea to establish a "slow speed - minimum wake" zone between daybeacons #9 and #11 along Memorial Causeway. Mr.Held requested that the Office of Waterway Management consider the change. o At 0811 The MAB became the Citizens Task Force regarding the Coastal Management Plan. The final COASTAL ZONE ELEMENT prepared by Mr. Louis Hilton was reviewed. No further changes were sought by the MAB. The MAB did request, however, that a letter be written to accompany the final draft of the COASTAL ZONE ELEMENT. T:--r o /") (~l .... ".- private beaches is improper and should be avoided. At 0830 the Task Force permanently disolved. Mr. Hilton was thanked for his good work. The MAB resumed it's agenda. The next item was the pier park site plan. The plan was shown to the MAB by Mr. willis. There were no objections or critical comments. The work is being done by Caladesi Construction. steve Chandler is the concessionaire. The last item of business concerned ferry service in and around Clearwater Bay. The MAB strongly recommends that any ferry service be strictly and solely funded by the private sector. Under no circumstances should any public funds whatsoever be used to subsidize any entrepreneurial venture into maritime transportation within the City of Clearwater. Reference was made to Objective 1.4 of the COASTAL ZONE ELEMENT. Whereas an entrepreneurial venture can still be considered private even though it is subsidized by public funds, the MAB requests that no subsidization of maritime transportation be permitted in the city of Clearwater. This matter will be further discussed in March.
