MINUTES OF THE JANUARY 9, 1996 MEETING
The meeting was called to order at 0600 by Chairman Bill Stephan.
Members present were: Chairman Bill Stephan, Dave Hemerick,
Dave Martens, Don McFarland, Ernie Cline, Ed Dohrman,
Harbormaster Bill Held, and ex-officio member Dave Perkins.
The minutes of the December meeting were read and approved.
The first item of business was regarding MAB member Mr. William
Donovan. Mr. Donovan, apparently in ill health, has not attended
six consecutive meetings. A letter was sent to the City Clerk
by the Harbormaster regarding this matter. The City Commission
will probably deem it proper to consider a replacement for Mr.
Donovan.
The next item was the wake zone signs in Clearwater Bay from
the pass to the marina. Mr. Held explained the positioning of
the new NO WAKE signs in the pass area. He also explained that
a myriad of government agencies must be in agreement before
any NO WAKE area can be established. Nevertheless, Dr. Dave
Hemerick was undaunted by bureaucratic regulations and made
a motion that the City begin to consider extending the No WAKE
zone in the causeway channel from the marina to markers #8 and
#9. Safety was the primary reason for the motion. The motion
carried
The next item was the Sailing Center Business Plan Update.
Mr. Held stated that Sailing Center had a successful, year and
he will update the business plan at the March 7, 1996 City
Commission meeting.
The US Sailing Association is scheduled to visit the Sailing
Center on January 26, 1996. The association will bus people
to the center and will have a "get together" and dinner in the
conference room.
A reporter for Dock Age Magazine will be in the area January
17, 1996 to do a cover story on the Clearwater Municipal Marina.
The Harbormaster stated that the Florida Marine Patrol will
make a video of the new pump out system in the marina. It will
be shown at various conferences throughout the state.
The next item was the Pier 60 Park. The city rejected a $1.4
million bid. The $1.4 million was considered too high. The City
will re-bid the job to get a more acceptable price. Apparently
the job is on the fast track. The City wants completion by May.

The next item concerned the replacement of the swim buoys in
._..,? the Gulf along Clearwater Beach. Apparently the State allows
pilings to be used instead of buoys. The Harbormaster and his
staff feel that it would be much more cost effective if the
25 buoys now being used could be replaced with wood pilings.
After being briefed by Supervisor Mike Willis, the MAB fully
agreed that pilings are superior to buoys. A motion was made
that the City install the appropriate number of pilings to mark
the swim area along Clearwater Beach. The motion carried.
The next item was the installation of cable TV along the main
and east docks for use by transient vessels. The City reached
an agreement with Time Warner. Time Warner will install the
cable at appropriate locations. Vessels that permanently berth
at the marina may also order a cable hook up at their berth.
The permanent vessels will have to pay the cable company
separately.
The last item concerned the sailing center dock. The original
permit from the state allowed for the temporary installation
of a pier for the ferry while the new bridge was being built.
Since the new bridge is finished the pier is scheduled to be
removed. It seemed absurd to all members of the MAB to remove
such a well made and well installed, facility especially since
it benefits the activities of the the sailing Canter. The
taxpayers have already spent thousands for the pier. Why spend
more money to remove it when it is a proven benefit to all
concerned at the Sailing Center? Can't the State be petitioned
for a permanent permit? If this pier is removed will another
be built for the sailing center(with permenent permit) causing
the taxpayer to pay triple for the same facility? Can't State
and Local bureaucrats cooperate in reducing the expenditure
of other people's money? It seemed a very simple matter to all
members of the MAB to leave the pier where it is. Anyway, at
the end of the meeting someone mumbled that he also would like
the opportunity to spend other people's money. The undersigned
nodded in agreement.
