I ~~ '; . . . i~ HISTORIC PRESERVATION BOARD CITY OF CLEARWATER November 18, 1997 Present: Margaret Kiehl David Berry Cookie Gilreath Jean Stuart Don McCarty Brenda Moses Chair Member Member Member Senior Planner, Central Permitting Board Reporter The meeting was called to order by Chair Kiehl at 1 :05 p.m. at the historic Plumb House, 1350 South Greenwood Avenue, Clearwater. In order to provide continuity for research, the items will be listed in agenda order although not necessarily discussed in that order. 1 . Approval of September 1 6. 1997. Meetinq Minutes Member Berry moved to approve the minutes as submitted in writing to each member. The motion was duly seconded and carried unanimously. (:> 2. Discussion of Historic Preservation Matters & Historic Overlav Zoning Mr. McCarty said in January or February 1 998, the City Commission will allocate more time to an historic overlay zoning district. Protection of specific structures for unantic"ipated demolition or inappropriate renovations can be reviewed. The historic building survey is slated for the end of December, 1997. A member questioned the progress of the Magnolia Street Dock in Harbor Oaks. Discussion ensued regarding dock replacement costs and whether or not the dock has historic significance. In response to questions, Mr. McCarty said he will research whether or not an injunction to stop work was filed by residents. 3. Discussion of Present. Adopted eRA Plan Mr. McCarty distributed copies of the Clearwater Downtown Redevelopment Plan adopted in June 1995, by the CRA (Community Redevelopment Agency). The plan was reviewed by the Pinellas County Council and Planning Agency and County Commissioners prior to adoption. The plan was only conceptual. Discussion ensued regarding whether or not the plans could be altered without public input. v Mr. McCarty said former Director of Central Permitting Scott Shuford has been assigned as Special Projects Administrator to focus on: 1) beautification of Gulf-to-Bay Boulevard; 2) a strategic plan for Clearwater beach; and 3) beautification and economic upgrades for downtown. Former City Manager Tony Shoemaker will serve as Interim Director. Design issues are being reviewed with regard to projects throughout the City. mhpb1197 1 11/1 8197 . ............ h' ,:. ( . 1. Discussion ensued regarding a December meeting. Member Gilreath moved to accept the 1998 meeting schedule. The motion was duly seconded and carried unanimously. Member Stuart moved to cancel the December 16, 1997, meeting. The motion was duly seconded and carried unanimously. Discussion ensued regarding the Botanical Day Spa, City parking issues, the Church of Scientology's taxes, a baseball park downtown, and the Clearwater Main. Library. Mr. McCarty said formal discussions have taken place with the ORC (Development Review Committee) and the Church of Scientology regarding plans for a training facility and auditorium. Site soil contamination clean-up is ongoing at the city-owned Missouri Avenue site. It is unknown when a decision will be made regarding the Clearwater Main library site. In response to a question, Mr. McCarty said the City Manager plans to visit all City advisory and regulatory boards. He has not indicated when he plans to visit the Historic Preservation Board meeting.
