Cookie Gilreath Don McCarty Brenda Moses Chair Vice~Chair Board Member Board Member Senior Planner, Central Permitting Board Reporter Absent: Jean Stuart Board Member The meeting was called to order by Chair Berry at 1 :00 p.m. at the historic Plumb House, 1350 South Greenwood Avenue, Clearwater. 1. Approval of November 19. 1996 Minutes Member Gilreath moved to approve the minutes of November 19, 1996 as sUbmitted in writing to each member. The motion was duly seconded and carried unanimously. 2. State Historical Grant Application Update I::) Mr. McCarty noted that the City received the $30,000 historical grant for a historic building survey for the downtown area and Old Clearwater Bay . neighborhood. It was noted the State complimented the submission as being well~ thought out and well-prepared. The State will provide $15,000 and the City will match it with fund commitments and in-kind services. The anticipated timeframe for accomplishment of the study is 6 months. A consultant will be hired to do field survey work. Both Lou Hilton and the Central Permitting Department staff, including Mr. McCarty, will also perform field survey work and grant coordination. Assistance from this Board for preparation of progress reports is anticipated. 3. Discussion of Historic Preservation Matters Chair Berry announced that he and his wife are looking forward to attending Historical Society meetings since they are now members. ~ Discussion ensued regarding the purpose and accomplishments of this Board. Members were asked to review the Board's charter. This Board is an advisory board to the City Commission, charged with analysis of historic buildings, keeping abreast of current issues and proposed projects which affect the community, and performance studies and research regarding historic properties. Recommendations are presented to the City Commission regarding suggested action for various projects. It is possible the rewrite of the LOC (Land Development Codel will impact this Board's activities in coming months. He noted plans are to reduce the LDC to half its current size, and transform it to a more user-friendly tool. In the past, this Board has complimented residential and commercial owners on their restoration efforts. rt was suggested this procedure be continued. Members agreed to discuss notable properties at upcoming meetings. A letter will be sent to the property owner and the Commission notified. Interest was expressed about the Turner house on South Fort Harrison Avenue and Turner Street, and whether it could be taken back to its original condition. Pinellas County Courthouse has been undergoing extensive remodeling/restoration work and is proceeding nicely. Several residential structures along Turner Street have been converted to commercial properties, and have basically been kept in their original condition. These properties may be considered worthy of recognition. Discussion ensued regarding changing the meeting time of this Board. It was agreed to monitor attendance and revisit the issue sometime early next year. 4. Update of Design Guidelines and Proiects {~ .,~ Mr. McCarty noted that City Hall will be closed from January 6, 1997 through approximately mid-March of 1997 for renovations. Removal of asbestos, installation of fire sprinklers, an updated alarm system, air conditioning repracement, upgrading of stairwells, and updated fiber optics for communication lines are some of the projects being addressed. City employees will perform the majority of the work. The Municipal Services Building is not 100% complete. The final certificate of occupancy is pending based on completion of some mechanical system items. The delay in occupancy of the new Police Oepartment building was due to housing the emergency 911 operations and security issues. Training on new equipment was required for effective community support. The final certificate of completion is expected this month. When the transition is complete, the old Police building will be torn down and a 3 1/2 story parking garage will be constructed. The facility will be utilized for Police Department equipment, City vehicles, and the Graphics and Communications Departments. Chair Berry is a member of the International Friendship Force. A recent delegation from Ukraine visited Clearwater. They were very impressed with the construction and layout of the Municipal Services Building and new Police headquarters building. A question arose about the Harborview Center and the status of the problems recently highlighted in the press. 'J Discussion ensued regarding the status of a new library. It was noted this project, as well as number of other Important City projects, are not dependent upon the vote for Penny for Pinellas. However, if funded through Penny for Pinellas, some projects may be expedited. The Penny for Pine lias tax is not only paid by taxpayers, but also by tourists and renters in the county. Funds are geared for capital improvement programs such as streets, bridges, parks, jails and buildings. Funds cannot be used to replace general funds. Prior to placing the tax on the ballot, individual communities and the County submit lists of proposed projects. Projects are reviewed and should State or City funds become available for a project, that project ;s removed from the Penny for Pinellas list. It was noted plans were to hire a consultant to work on the Harbor Oaks design guideline project, but the proposal came in over budget. This project may be addressed at a later date. Design gUidelines are scheduled to go forward for the commercial areas of Clearwater Beach and the small commercial district on North Greenwood. Streetscaping for the 2 block area proceeding north from Pier 60 Drive to Baymont on Clearwater Beach is being planned for July of 1997. A town hall meeting is scheduled for late January on the beach far review of the final plans. It was noted the coffee shop at Pelican Walk is very nicely decorated with art deco paintings, and members are encouraged to visit the shop.
