FLORIDA May 15. 1984 A meeting of the Charter Review Committee of the City of Clearwater was held on May 15, 1984 at 7:30 P.M. in the Mayor's Conference Room, City Hall. Members Present: William Schwab Frank Donnell N MCY Pappas Lee ReguIski Helen Theofilis Jerry Lancaster Elaine Cornillaud Members Absent: ".J Jeff Butler Mary Lou Dobbs Charles LeCher Howard Groth The minutes of the May 1 meeting were approved as written. The Chairman distributed the material from the Code regarding Planning and Zoning in response to the inquiry regarding whether Article V of the Charter needed to be expanded. After review and discussions, the Committee agreed that this area was sufficiently covered by the Code and ordinances pertaining to planning and zoning. A point was raised regarding whether it would be advantageous to hold the City elections in November on the regular election date in that larger voter turn-out might result. Possible disadvantages might be (1) confusion as the November ballot would then be lengthy and complex, and (2) combining non-partisan and party elections on the same ballot might weaken the non-partison nature of the City election. Article IX - Fiscal Management Procedure - The first sentence of this article states that within 3 months after the charter's adoption the Commission should adopt an ordinance regarding fiscal management procedure code. After checking to see if this had been properly complied with by reviewing the code for ordinances that applied, they felt that this requirement had been met. Regarding the $1 million cap on revenue bonds, the Committee considered: whether any cap was necessary (reference was made to the fact that some cities do not have a cap); whether the cap should be raised as the cap was established 5 years ago; whether if raised, it should be raised to a specified figure or according to the cost-of-living index. Article X - Transition Schedule - The Committee discussed the various sections .:=) of this article and decided to request a legal opinion as to whether certain of these provisions could be eliminated as they referred to the adoption of the charter and it is now only being revised. The next item of discussion was whether a public hearing should be held in June to advise the public of the proposed charter changes and to invite public comment or sugg~stions. The Committee agreed it was n good idea, and it was decided that the press would be invited to the June 5 meeting. The Committee would work on 8 public notice and press release emphasizing the key items for consideration and welcoming any comments. There was a discussion on the format for the public hem-ing. It was suggested that those attending sign in upon entry to the hearing and they would be called upon for their comments.
