MINUTES OF THE MEETING OF
CHARTER REVIEW COMMITTEE
OF THE CITY OF CLEARWATER, FLORIDA
An organizational meeting of the Charter Review Committee
of the City of Clearwater was held on February 6, 1984, at
4:30 P.M. in the Mayor's Conference Room, city Hall.
Mayor Kathleen F. Kelly presided until the election of the
permanent officers. She thanked everyone. for agreeing to serve
on the committee.
After discussion William Schwab was elected Chairman and
Nancy Pappas was elected Vice-Chairman by unanimous vote. The

It was brought to the committee's attention that all meetings
(:) must be held in the sunshine in accordance with Florida law. The
Commit~ee was instructed that they may not hold any discussions
with each other outside of the meetings. Each member may li~tGn
to citizens'input and bring it to the meeting, but cannot discuss
any item with individual members of the Committee.
The Chairman then called for the election of the eleventh member
of the Committee. Four names had been offered as persons who had
volunteered to serve on the Committee:
Darwin S. Frank
Don Imson
Edward Mazur, Jr.
Helen Theofilis
After discussion, the names of Edward Mazur and Helen

Theofilis were nominated and upon a vote, Helen Theofilis
was elected as the eleventh member of the Committ.ee.

The Chairman then requested the City Manager, Anthony L.
~ Shoemaker, to advise the members of their responsibilities.
Mr. Shoemaker told the Committee that under the existing City
Charter there is a requirement that every five years a committee
is to review the Charter and this is the Committee that has been
appointed by the City Commission. City Commission will make final
determination as to what goes on the ballot for referendum after
considering the committee's recommendations. The committee was
advised .that their work must be completed by September in order
to give the Commission the necessary time for preparing for the
ordinance, public hearings, etc. for a referendum election.
Mr. Shoemaker than gave a review of the existing Charter
in order to acquaint the committee with the various areas with
which they would be dealing.
The Committee was advised that the City Attorney will coordinate

all material to be distributed, including all letters from the
public, with a public file to be maintained in the City Clerk's
office for perusal by anyone interested.
The City Manager and the City Attorney will provide copies of
the State.of Florida Home Rule Act, the Sunshine Law, model charters
that can be obtained from various Inunicipal organizations, and
charters of various municipalities in Florida and elsewhere.
Before the next meeting of the Committee, the City Manager
and City Attorney wi~l go through the Charter, item by item, as
to how it got there and how it is working in order to provide a
starting point for the Committee.
After discussion, the Committee agreed to solicit written
comments from the public at this time. All letters received will
be distributed and copies maintained in the public file.

After discussion, the Committee voted to meet on the first
'~ and third Tuesdays of each month at 7:30 P.M. in the Mayor's
Conference Room in the City Hall, beginning with February 21,
1984.',
