" .' .,~ TRUSTEES OF THE EMPLOYEES' PENSION FUND MEETING April 28, 1997 The City Commission of the City of Clearwater, meeting as the Board of Trustees of the Employees' Pension Fund, met in regular session at City Hall, Monday, April 28, 1997 at 9:01 A.M., with the following members present: ITEM #2 - Minutes: Trustee Hooper moved to approve the minutes of the March 31, 1 997, meeting. The motion was duly seconded and carried unanimously. Reauest for Pension: The City Manager presented the recommendation of the Pension Advisory Committee that James Powell be granted a regular pension under Section(s) 2.393 and 2.397 of the Employees' Pension Plan. James Powell was employed on September 28, 1970, and his pension service credit is effective on May 20, 1973. His pension will be effective on March 1, 1998. Mr. Powell's pension was approved by the PAC on April 10, 1997. Section 2.393 (p) provides for normal retirement eligibility when a participant reaches age 55 and has completed twenty years of credited service or has completed thirty years of credited service. Mr. Powell qualifies under the age 55 and twenty years of service criteria. Based on an average salary of approximately $22,809 over the past five years, the formula for computing regular pensions, and Mr. PoweWs selection of the 50% Joint & Survivor Annuity, this pension will approximate $14,546 annually. Trustee Seel moved to accept the recommendation of the Pension Advisory Committee. The motion was duly seconded and carried unanimously. ITEM #5 - Reauest for Pension: (~~\ '''1""",,,;'1 .' The City Manager presented the recommendation of the Pension Advisory Committee that Alvin E. Washington be granted a regular pension under Section(s) 2.393 and 2.397 of the Employees' Pension Plan. Alvin E. Washington was employed on September 5, 1967, and his pension service credit is effective on that date. His pension will be effective on June 1, 1 997. Trustee Johnson moved to accept the recommendation of the Pension Advisory Committee. The motion was duly seconded and carried unanimously. Mr. Washington's pension was approved by the PAC on April 10, 1997. Section 2.393 (p) provides for normal retirement eligibility when a participant reaches age 55 and has completed twenty years of credited service or has completed thirty years of crediteq service. Mr. Washington qualifies under the age 55 and twenty yeaTS of service criteria. Based on an average salary of approximately $30,198 over the past five years, the formula for computing regular pensions, and Mr. Washington's selection of the 100% Joint & Survivor Annuity, this pension will approximate $24,186 annually. ITEM #6 - Reauest for Pension: The City Manager presented the recommendation of the Pension Advisory Committee that Arthur Keating be granted a regular pension under Section(s} 2.393 and 2.397 of the Employees' Pension Plan. Mr. Keating's pension was approved by the PAC on April 10, 1997. Section 2.393 (p) provides for normal retirement eligibility when a participant has completed twenty years of credited service in a type of employment described as "hazardous duty" and further specifically defines sElrvice as a Police Officer as meeting the hazardous duty criteria. Based on an average salary of approximately $41,895 over the past five years, the formula for computing regular pensions, and Mr. Keating's selection of the Joint & Survivor Annuity, this pension will approximate $23,122 annually. Trustee Clark moved to accept the recommendation of the Pension Advisory Committee. The motion was duly seconded and carried unanimously. ITEM #7 - Reouest to Waive Vested Pension Riaht: The City Manager presented the recommendation of the Pension Advisory Committee that Joseph Egger be allowed to waive his vested pension right. 'lT~ {o...iJA ~'ll~r' Joseph EQgar was employed as a Police Officer from August 20, 1979 to May 1, 1992. At such time as he resigned from his employment, Mr. Eggar formally requested to vest his pension. Such action was approved by the PAC and the Pension Trustees. On April 29, 1996, he was reemployed as a Police Officer. Upon the recommendation of the Legal Department and with a precedent set by another employee, Mr. Eggar has requested that his previous vested pension right be waived. This request was approved by the PAC on April 10, 1997. Upon approval of this request, Mr. Eggar's previous period of employment will be added to his current period of employment and he will be eligible for retirement upon completion of twenty years of creditable service as a hazardous duty employee. Trustee Seel moved to accept the recommendation of the Pension Advisory Committee. The motion was duly seconded and carried unanimously. ITEM #8 - Other Business: Deputy City Manager Rice reported the Renner case will be coming before the PAC on 5/8/97. This is a case of a firefighter who committed suicide and his spouse is requesting a job-connected disability pension. It was indicated this would be a precedent setting action. Trustee Clark, PAC member, indicated he would not be able to attend on that date. .
