The City Commission of the City of Clearwater, meeting as the Board of Trustees of
the Employees' Pension Fund, met in regular session at the Municipal Services Bullding,
Monday, March 3, 1997 at 9: 12 A.M., with the following members present:

Committee. The motion was duly seconded and carried unanimously.

The City Manager presented the recommendation of the Pension Advisory
Committee that Jesse Trueblood be granted a regular pension under Section{s) 2.393 and
2.397 of the Employees' Pension Plan.
Jesse Trueblood was employed on July 15, 1972. and his pension service credit is
effective on January 15, 1973. His pension was effective on February 1. 1997.
Mr. Trueblood's pension was approved by the PAC on February 13, 1997. Section
2.393 (p) provides for normal retirement eligibility when a participant has reached age 55
and completed 20 years of credited service or has completed 30 years of credited service.
Mr. Trueblood qualifies under the age 55 and 20 years of service criteria.
Based on an average salary of approximately $25,417 over the past five years, the
formula for computing regular pensions, and Mr. Trueblood's selection of Joint & Survivor
Annuity, this pension will approximate $1 6,806 annually.
ITEM #5 - Request for Pension:

The City Manager presented the recommendation of the Pension Advisory
Committee that David H. Kinsey be granted a regular pension under Section{s} 2.393 and
2.397 of the Employees' Pension Plan.
David H. Kinsey was employed on March 9, 1967, and his pension service credit is
effective on that date. His retirement will be effective on April 1, 1997.
Mr. Kinsey's pension was approved by the PAC on February 13, 1997. Section
2.393 (p) provides for normal retirement eligibility when a participant has completed 20
years of credited service in a type of employment described as "hazardous duty" and
further specifically defines service as a Fire Training Deputy Chief as meeting the hazardous
duty criteria.
Based on an average salary of approximately $61.980 over the past five years, the
formula for computing regular pensions, and Mr. Kinsey's selection of the 100% Joint &
Survivor Annuity, this pension will approximate $50,339 annually.
Trustee Seel moved to accept the recommendation of the Pension Advisory
Committee. The motion was duly seconded and carried unanimously.

Committee that Charles H. Whitehead be granted a regular pension under Section(s) 2.393
and 2.397 of the Employees' Pension Plan.
Charles H. Whitehead was employed on August 27, 1962, and his pension service
credit is effective on that date. His pension was effective on March 1, 1997.
Mr. Whitehead's pension was approved by the PAC on February 13, 1997. Section
2.393 (p) provides for normal retirement eligibility when a participant has reached age 55
and completed 20 years of credited service or has completed 30 years of credited service.
Mr. Whitehead qualifies under both criteria.
Based on an average salary of approximately $41,706 over the past five years, the
formula for computing regular pensions, and Mr. Whitehead's selection of the Life Annuity,
this pension will approximate $44,558 annually.
It was questioned how this pension is greater than the salary. H. M. Laursen
explained the pension is paid only during Mr. Whitehead's lifetime. There are no benefits if
his spouse survives. Trustee Clark asked if the concerns of the PAC were addressed and
Mr. Laursen responded yes.
Trustee Clark moved to accept the recommendation of the Pension Advisory
Committee. The motion was duly seconded and carried unanimously.

The City Manager presented the recommendation of the Pension Advisory
Committee that David Hardman be granted a regular pension under Section(s) 2.393 and
2.397 of the Employees' Pension Plan.
David Hardman was employed on January 18, 1 971, and his pension service credit
is effective on that date. His retirement was effective on March 1, 1 997.
Mr. Hardman's pension was approved by the PAC on February 13,1997. Section
2.393 (p) provides for normal retirement eligibility when a participant has completed 20
years of credited service in a type of employment described as "hazardous duty" and
further specifically defines service as a Police Lieutenant as meeting the hazardous duty
criteria.
Based on an average salary of approximately $60,985 over the past five years, the
formula for computing regular pensions, and Mr. Hardman's selection of the Joint &
Survivor Annuity, this pension will approximate $43,804 annually.
Trustee Hooper moved to accept the recommendation of the Pension Advisory
Committee. The motion wes duly seconded and carried unanimously.

years of credited service in a type of employment described as "hazardous duty" and
further specifically defines service as a Firefighter as meeting the hazardous duty criteria.

The City Manager presented the recommendation of the Pension Advisory
Committee that Ronald G. Bliss be granted a regular pension under Section(s) 2.393 and
2.397 of the Employees' Pension Plan.
Ronald G. Bliss was employed on December 13, 1968, and his pension service
credit is effective on that date. His retirement will be effective on November 1, 1997.
Mr. Bliss' pension was approved by the PAC on February 13, 1997. Section 2.393
(p) provides for normal retirement eligibility when a participant has completed 20 years of
credited service in a type of employment described as "hazardous duty" and further
specifically defines service as a Fire Lieutenant as meeting the hazardous duty criteria.
Based on an average salary of approximately $47,975 over the past five years, the
formula for computing regular pensions, and Mr. Bliss' selection of the 100% Joint &
Survivor Annuity, this pension will approximate $37,290 annually.
Trustee Johnson moved to accept the recommendation of the Pension Advisory
Committee. The motion was duly seconded and carried unanimously.

Arthur Ermscher was employed on June 8, 1969, and his pension service credit is
effective on that date. His retirement was effective on February 1, 1 997.
Based on an average salary of approximately $41,859 over the past five years, the
formula for computing regular pensions, and Mr. Ermscher's selection of the Joint &
Survivor Annuity, this pension will approximate $31,826 annually.
Trustee Seel moved to accept the recommendation of the Pension Advisory
Committee. The motion was duly seconded and carried unanimous .
