1. Meeting Called to Order
The regular session of the Civil Service Board was called to order at 5:00
p.m. by John Doran, Chair, in the Human Resources Testing Room at the Municipal
Services building.
2. Approval of Minutes of Meeting - August 13. 1996
Member Snair moved to approve the minutes as submitted in writing to each
member. The motion was duly seconded and carried unanimously.
3. Director's Reports
A. Discussion of Human Resources Objectives and Strategies
Human Resources Director, H. Michael Laursen, distributed a draft of the City
of Clearwater Mission Statement and Guiding Principles, along with Human
Resources Objectives and Strategies which were developed by members of City
staff. The City Commission has been developing a mission and vision statement
which contain similar concepts and which will be refined and distributed throughout
the City. The mission and vision statements will be used for change and direction in
all departments. The City plans to implement changes in all departments to promote
increased productivity I flexibility and adaptability of employees at all levels.
Opportunities will be provided for employees to develop skills for future growth
within their current position and for future promotional opportunities. The move
towards the "team" concept and enhancement of job skills are integral parts of the
new strategy. It was noted a supportive environment with effective communication
between all levels of employees will be vital to achievement of these objectives.
New Human Resources policies will enable the City to recruit and maintain talented
individuals necessary to adapt to a changing market place, and continuously achieve
more efficient, economical provision of services. Pay administration will be
reviewed to become more in line with the private sector, based on job skills and
position responsibilities. A positive performance management program has been
ongoing and will continuously be refined. Developmental programs will be

implemented on an ongoing basis. Although there are estimated tlmeframes to
achieve some of these objectives, it will be an ongoing process. It was noted
changes will occur over time in conjunction with the budgeting process.
4. Old Business
A question was raised as to whether or not the problem with the
communication center was resolved. Human Resources Director, Mike Laursen
noted that new equipment has been installed in the center, and no grievances have
been brought to Human Resources for more than a year.
5. Other Items for Board Discussion
It was remarked that all employees are aware the City has a random drug
testing policy which is strictly enforced, yet some apparently continue to believe
they can beat the process.
6. Employees/Citizens to be Heard
No citizens were present at the meeting.
7. Adiournment
The meeting adjourned at 5:46 p.m.
The next meeting of the Civil Service Board is scheduled for 5:00 p.m. on
February 11, 1997 in the Human Resource's Department Testing Room, Municipal
Services Building, 100 South Myrtle Avenue, Clearwater. .
