1 . Meeting Called to O..rd.er
The regular session of the Civil Service Board was called to order at 5:00
p.m. by John Doran, Chair, in the Human Resources Testing Room at the Municipal
, Services bUilding. In order to provide continuity for research, the items will be listed
in agenda order although not necessarily discussed in that order.
2. Approval of Minutes of Meeting of June 11, 1996
A motion was made by Mr. Carroza to approve the minutes, duly seconded,
and carried unanimously.
3. Director's Reports:
A. Information on Employee Growth History
Mr. Laursen distributed handouts on budgeted municipal employees and 14
year growth history. Information included full time equivalents from 1 988 through
year to date 1996, and recommended employment numbers for 1997. It was noted
employment needs are sometimes outsourced, and some positions are being
changed back to full time, in~house positions. Mr. Laursen will ask the budget office
for a current total of outsourced positions.
B. Discussion on Rule 9 - Probationary Period
Mr. Laursen distributed a draft of proposed probationary rating procedures,
and Rule 9. The current rule requires the employee initiate a request to be certified
to permanent status. The proposal suggests streamlining the probationary report
form. Rather than 3 different forms during the initial 6 month probationary period,
one form would be processed. Department managers would retain the first and
third month evaluations, and upon completion of the fifth month evaluation, the
form would be sent to Human Resourceb. All reviews would be incorporated onto
one form. If the City has not taken a specific action to either terminate an
employee, or extend the probationary period, as in the case of CWA employees, the
employee would be automatically certified via computer entry. No request by either

the employee or the City would be necessary after completion of the 6 month
period. Entry level police officers and firefighters have a 1 year probationary period.
Each time an employee is promoted or transferred, there is a probationary period.
Employees' immediate supervisors approve certification requests, which are then
sent to the City Manager for final approval. Proposals will be finalized this week,
sent to all interested parties, with the opportunity for a public hearing. If a public
hearing is requested, a speciaJ meeting will be scheduled with the board. Some
wording changes were discussed, specifically relating to transfers made during a
probationary period, where department heads use their discretion to determine
whether an employee should serve an entire 6 month probationary period after the
transfer.
