1 . Call to Order

The Chair called the meeting to order at 6:30 p.m. at City Hall Chambers,
112 S. Osceola Avenue, Clearwater.
2. Minutes of Parks and Recreation Board MeetinQ of Mondav. June 23. 1997
Member Kirbas moved to approve the June minutes as submitted in writing
to each member. The motion was duly seconded and carried unanimously.
3. Public HearinQ ~ Aoorove ChanQinQ the Name of "Marshall Street Park" to "
Cherrv Harris Park"
Parks and Recreation Director Ream Wilson explained that the City
Commission was approached by various associations in the Greenwood community
requesting the Marshall Street Park be renamed to Cherry Harris Park. Ms. Harris
has been active in the Greenwood community for many years. She is 86 years old
and terminally ill, and the community feels the name change is appropriate. Time is
of the essence due to Ms. Harris' condition. City Resolution number 9743, Section
1 B, paragraph D has been amended by the City Commission to allow them to make
exception to the Resolution. Although some Board Members expressed their
appreciation of Ms. Harris' community efforts, they expressed their dismay at the
City Commission's decision to reword existing resolutions to fit the circumstance. It
was suggested that in the future, the City Commission first direct these types of
requests to the Parks and Recreation Board for their recommendations. Member
Kirbas moved to approve the recommendation to rename the Marshall Street Park to
Cherry Harris Park. The motion was duly seconded and carried unanimously.

Uocomina Recreation Events - Steve Miller
City Recreation Superintendent Steve Miller referred to handouts for August
1997 upcoming events. He highlighted 5 of the 14 items listed. As a part of the
Performing Arts Program, the Theater Zone for Children presents II Aladdin" at the
Memorial Civic Center on August 1, 1997, August 2, 1997 and August 3, 1 997.
The Aquatics & Safety Cooltastic Camp for swimmers ages 10-14 covers aquatic
safety and aquatic pursuits at the Morningside Pool on August 4 - 8, 1997 and
August 11-1 5, 1997. Camp Clearwater Basketball Camp will be held at the
Clearwater High School Gym August 4 - 8, 1997 and August 11-15, 1997, The
First Year Anniversary Celebration for the Countryside Community Celebration will
be held at the Countryside Recreation Center August 22, 1997 and August 24,
1997. A free concert featuring the Barracudas, a classic car show, an open house,
and family recreational activities and games are planned. The Clearwater East and
Countryside Rotary Clubs will have their second fund raising dinner on August 23,
1997 to raise funds to pay for the recently constructed scoreboards at the
Countryside Gym. An exciting upcoming event hosted by Clearwater is the Men's
Fast Pitch American Softball Association National Tournament on August 30, 1997
at 4:00 p.m. The tournament runs through September 6, 1997. Twenty-four of the
best fast pitch softball teams in the nation will be in Clearwater.
5. Volunteer Proarams - Lisa Hall, Recreation Supervisor for Volunteers
and Soecial Events

Mr. Miller introduced Lisa Hall, Recreation Supervisor for the City's
Volunteers and Special Events Program. She explained the Volunteer Program is an
opportunity for residents and visitors to share their time and talent, and to help
others enjoy and benefit from Clearwater's parks, facilities, programs and services.
It was noted that Clearwater's volunteer program will be evaluated after the first 6
months, then yearly thereafter. It was remarked that volunteers give up their time
with family, friends and jobs and any credit given them is well deserved. A study
done by the independent sector and Gallop Organization in 1995 indicated the
estimated value of volunteer time was $201 billion nationwide compared to $182
billion in 1993. Volunteer hours in 1995 were estimated at 20.3 billion, In
response to questions, Ms, Hall stated that this year's July 4th Celebration involved
over 100 volunteers. The emphaSis is on time and talents from residents and
visitors. Opportunities exist for volunteers who are willing and qualified to perform.
Methods for recruitment include volunteer agencies such as retired senior persons,
speaking engagements, local civic groups, retirement centers, local colleges, word
of mouth, and partnerships with various groups in the community. Volunteer areas
are categorized into children's activities, cultural arts, sports and athletics. office

recognition. A multipurpose database is being developed to effectively maintain a
volunteer base throughout the community, Promotional activities include the
newspaper, radio, television, a departmental volunteer newsletter, brochures, event
fliers, the City's Reflections publication, the Communique, an Internet web site, and
public bulletin boards. Numerous volunteer opportunities such as gardeners, ushers,
coaches, window washers, picture takers and other positions are available. It was

noted that volunteer office assistance from those willing to offer long term
commitments is needed.
6. Old Business
A. Capital Improvement Projects - Status Report - Art Kader
Parks and Recreation Assistant Director Art Kader distributed a handout on
the status of Capital Improvement Projects for fiscal 1996/97. It was noted that of
the 31 projects scheduled at the beginning of the year, 21 have been completed.
The Phillip Jones Clubhouse Expansion opening is scheduled for September 6, 1997.
Project schedules were reviewed for Lake Chautauqua Park, the Family Aquatic
Center and the E. C. Moore West Expansion. Mr. Kader reviewed an enlarged map
of E. C. Moore Park and explained the proposed design changes.
The grand opening for Lake Chautauqua Park originally scheduled for October
of 1997 has been moved to April of 1998.
, A question arose about the concrete sidewalks in Crest Lake Park. Severe
problems will be addressed immediately, and others during the next fiscal year. It
was noted that sidewalk work was done at Countryside and Cypress Point Parks. A
member asked that the safety problems be addressed on some sidewalk sections on
Route 60 to the north by the Welcome Center down to the first road.
It was remarked that due to the recent heavy rains, the disk course on Old
Coachman Road may require some digging to remove the sand.
It was noted that the pressure treated posts look incomplete on the Nagano
Olympic signs posted throughout the City.
Discussion ensued regarding the Parks and Recreation Department's
accomplishments and future plans for the upcoming year. It was suggested
discussing the matter, along with budgets, following the end of the fiscal year in
October.
Discussion ensued regarding skateboard parks. It was noted that the Capital
Improvement Program allows funds for roller hockey, but not for skateboards until
1998/99.
It was requested that the City paint a tennis net line on the practice wall at
Forest Run Park. Discussion ensued regarding various sizes of ball fields for little
league games. It was noted that dependent upon the type of program, the fields
throughout the City will accommodate different UDBS,

A. Television Coverage of Meetings - Alternate Meetings
Mr. Wilson explained that due to the number of City Advisory Boards and the
need to effectively disperse information to the community, this Board will be
televised every other month, beginning in August.
