The meeting was called to order at 6:44 p.m. at the Martin Luther King Center.
To provide continuity for research, items arB In agenda order although not necessarily
discussed in that order.
Donald Rutledge, Program Coordinator for Career Options of Pinellas, Inc.,
welcomed attendees and introduced his agency's staff.
Mr. Rutledge stated the City has contracted Career Options to survey the
Brownfield area, extending North to Stevenson's Creek, South to Belleair Road, West to Ft.
Harrison Avenue, and East to Missouri Avenue and Betty Lane. Career Options will
compile an inventory of all existing employment training, placement, vocational counseling,
job readiness, employment assessment, job search training, and remedial education
services available to Brownfield area residents. The inventory will include an analysis of
populations served by various agencies based on geographic focus and population types.
Career Options has contacted 89 individuals and organizations for the survey. After
gathering the information, Career Options will analyze the data, catalog available programs

rJ and services, identify gaps and duplications, and make recommendations to the City for
additional programs to fill those gaps and coordination strategies to minimize duplication.
ITEM 1/3 - Samole Survey Instrument
Phyllis Burch, Career Options Center Director, reviewed the survey forms. She
requested agencies mail completed surveys in the provided stamped envelopes by July 21,
1997. The final report to the City is due on October 6. 1997. All participants will be part
of the final report. She welcomed telephone calls for questions.
ITEM #4 - Questions & Answers
In response to a question, Deputy City Manager said community organizations have
met and produced reports regarding Stevenson's Creek and the Marshall Street AWT
(Advanced Water Treatment) Plnnt. One group focused on upgrades to the Marshall Street
Plant including odor and noise abatement, landscaping, and moving the uflame." A
technical advisory committee currently is working on Stevenson's Creek issues. Tho
reports are available upon request.

It was questioned if the City will address health issues regarding the cleanup of
Brownfield contaminants. Ms. Rice said the contamination assessment of each site will
identify the type and level of contamination and recommend cleanup needs.
Contamination levels are low' and mostly result from underground gasoline tanks and dry-
(~ cleaning chemicals. Concern was expressed that promises for jobs be realized.
