Mr. Thomas and Mr. Aude displayed renderings illustrating the design element far the north
side roaf, and building signage, as proposed by the applicant in respanse to recommendatians
from the boarc�. M�. Aude pointed out a gable on the east elevation. The extended darmer an
the north ele�atiar� will f�av� th� same roof pitch and textured charcoal gray shingles. The
building and grillework will be painted medium or light gray witF� whit� trim. Green�ry and
st�rubs a2ong the base will be in Planters. Vines will be trained to g�ow on green wire mesh
car►ering the long east wall. In response to questians, i# was indicated soft decorative lights will
be placed near ihe tap nf eacf� of t�e decarative pilasters spaced along the east wall, amor�g
the vEnes. The lights will be archifectural, not.for security.
Mr. Thomas related ihe amount of signage allowed on each building face under tF�e uni�ed
title. He said artwork may be created or� ths autside of the buiidi�g in the future, but will nc�t
require baard approval because it is not signage. �

, DRB 97-001 (amended), as t4�e appiicants have gane above and beyond the minimum to make
the praposal fook riice anci enhanc� the area. The motion was duty secand�d and carried
unanimously.
Mr. Themas raised the issue of the freestanding signag� address�d at the last meetin;.
He asked the board to reconsider and reverse their decision to recommend approval nf a
monument sfgn. He expressed concern ma4orists wii� not see a monument sign. H� assertecf
th� additional t�eight of a pole sign is needed for visibility, and to provide direction in time to
nego#ia#e the left t�rn on#o the subject praperty at East Avenue. He cited the faur lane, ot��-
way streei configuratian and typical 40-mile-per-haur rate of spe�d as reasons far the change.
In respanse ta a question, he said a variance request has been fil�d. One member agreed a
pale sign is needed, basec! on �is o�ser►rativr� of the site.

recommendatron can be made.
As no signage design was submitted for board review, conceptuaf discussion ensueci
regarding the haards' interpretatian af an aesthetic pol� sign with a deaarative signage
area, and perhaps a brick or coiumnar support. It was indicated tha board does nat want
ta see the quaint carner spailed with a neon and pfastic bc�x on a metal pole. In response
to questions, Mr. McCarty affirmed it will be necessary for the applicant to submit a
i�i'`� signage praposaf for design review.

Mr. Thomas described his proposal for the pole sign, stating it wi11 be nf internally
�ighted plastic, in v�cuum-form�d relisf, in primary colors to catch the eye. Information on
tfie s�gn will consist of a directional arrow, the Pinch-A-Penny name witF�aut the lago, and
the Ciearwater Train Statian name witf� a multi-co�ored tay trair� logo, He said tF�e metal
pals could be square or round. ln response to questions, he said the sign wiil be double
#a�ed and permanent, despite possible future changes in the train stationlrestaurant usage.
He said t#�e code allows a maximum of 64 square feat of sign face, and 20 feet in i�eig�rt.
Board and staff expressea car�cer� tk�at such a prapasa! is noi consistent witl� the
recommended design guidelines #ar signage, and is not campatible with existing signage in
the immediate �rea, or the zoning district. Questions wer� raised regarding the boara's
authority anci respansibility to promote the escablished guidelines for dawritow�. Mr.
Tl�amas complained his sign variance requsst was tainted by the i�o�rd's March 25
recammertda#iorr f�r a manumer�t sign, and reit�rated h�s request for the board ta change
its recommendation to the City Commissian. Irt response tQ Mr. Thomas' request for
cfarificatian, Mr. McCarty stated the design guidefines specifically recommend against t�se
of internally lit, molded plastic signaga, ori metal polas, as inconsistent in the downtown
dis#rict. Mr. Thomas questianed alternative methods of lighting, statrrtg he wiil use tasteful
colors in his sign.

Member Herberich mor►ed to rescind the 6oard's March 25 action recornr��ncfing to the
� City Cammission approval o# a monument sign for DRB 97-001 {amendedi; and
recommended appro�al af a two-sided poEe sign at the subject locatian. Th� motion was
du�y seconded.
One merriber ex�ressed strong cancern with appraving a sign concept that does not
fallow the design guidelines and #or wF�ich t�e bosrd will have ta answer in the future. Mr.
Thomas suggested mitigating the cancern by limiting tF�e endarseme�t to the specific
property in its unique location on th� fringe of the zoning district. The motian was not
amended.
Upon the vote being taken, Members McCann, Herberich, Cagni, and Hamilton vot�d
"Aye"; M�mber Milam votec� "Nay." 'Mation carried.
Board and Staff Discussion
Memt�er McCann reminded board members of the City Manager's Appreciation Dinner
tonight at the Harb�rview Cer�ter.
Member Mifam questinned how to create an aesthetic pafe sign. Discussion ensued
regarding t�e design proc�ss for signage. Mr. McCarty noted the applicant may noi be aware
Fte can receive up to a 50 percent size bonus far incorporating certain cfesign features. General
discussion ensued regarding the signage iss�e.
F;�'� Mr. McCarty rePorted presentation of the Land D�velapment Cad� rewrite ttas been
deiayed by the need f�r Legal Department review. Mr. Sh�ford hopes ta present the
amendment for board review in the near future.
Mr. McCarty stated no cases have been received for the secand meeting in April, so he
recomm�nded cancelling the� meeting. The baard concurred with Mr. McCarty's
recommendatian. ft was ar�ticipated Commissian cY�ambers will b� availabfe in time for #he first
meeting in May, but it was not known whether the meeting will be #ete�ised.
Member Herberich questiort�d the status af the Rome Tower praposal. Mr. McCarty and
Ms. Dougatl-Sides reparted not�ing has beer� fled, bu# staff expects to r�ceive a reques# far
site plan rec�rti�cation prior to the May 1 expiratian date.
Member Milam questioned #he status of Mr. Boykins' memb�rship. Mr. McCarty said the
City has nat received a letter of resignatiar� fram Mr. Boykins, Mr. Shuford is handling the
matter.
Mr. McCarty reported th� Clearwater beach design guic�elines rewrite should be ready for
review at th� n�xt meeting. He said the same cansultant will be working on the preliminary
design guideiines for the North Greenwood area. Baard members agreed t�ey were anxlaus to
see both sets of design guideiines. � '
