Mr. McCarty presented written background inform�tior, stating the applicant
praposes a fascia sign similar to others existing in tlie Cleveland Plaza. The appiication
has gana through zoning review and comp�ies with the sign code. Staff fe�t conditions
suppar# the request and recommended approval.
Cheryl Brown Scalicate, sign cantractar representing the applicant, dascribed #he
channel letters and light boxes, reiterating they will 6e campatible with wi�at exists in
the center. In respanse to a qusstion, it was indicated the agenda incorreatly reiers to
tF�e business as a restaurant. The actual use wi�l be exercisa and stress reduction. No
one was present to speak in support or opposition to the request.

Mr. McCarty presented written hackground information, stat�ng the applicant
prapases to canvert an existing building for display and construction of the building
products he represents. Staff felt conditions support the request and recommended
appraval.
{��ashy Gordan Williamsan� the owner/applicant, circuiated a phatographic portfolio
of custom doors� jambs and associated hardware for residential and commercial
appiications. He wishes to create a showroam to disp�ay the products ar�d give
custamers and design prafessionals a better feel for the materials and workmanship
tfi�an they can get from the partfoiio. Mr. Williamson explained the histary nf the
company and the proposed new use of the building. The propasal to add two new
windows and a deck is for iul�-sized displays of 'snstal�ed, functional Andersen widaws
and sliding glass daors.
Mr. Williamson disp�ayed chips of tl�e company colors, stating the #arade will be
dark green with light gray lettering. He displayed sampies of the lettering stack. The
Andersen windows are white framed, vinyl clad, with gray tinted glass. He reiterated
#he exterior dec#c is not intsnded for accessing ihe building, but for disp�ay af installed
sliding glass doors.
� Discussior� ensued regarding landscaping, site coniiguration and securing the dack
���_� support posts. It was indica#ed the posts will be set in post hoies backfilled with
firmly-pac�Ced dry sackcrete. Concern was expressed the design of the deck railing is
not structurally sound and it was recammended to add a horizontal rail along the top.
Mr. Williamspn agreed to this condition.
Concern was expressed parking may not be adequate as the physical displays will
draw more onsite customevs. Mr. McCarty clarified the existing paved parking area on
the west side 6etween t�e subject and ad}'acent buildings has been signed of� by t�e
City Tra#fic �ngineering Department. The appiicant has been instructed �ot to change
the pa�ing or striping. Mr. Williamson said he intends ta maximize exist':ng parking and
was smenable to praviding mare or better indication af org�nized parking i# the
determination is mads this is needed.
Mr. McCarty directed attention to t�e front of the building, w�ere he feft attention
is neaded to improve the look of the $pproach. Suggestions were made tn dress up
#he en#ranae 6y remnving debris, and installing landscaping and pavers. It was
indicgted outdoor dispfay af materials may require conditional use appro�al from the
Planning and Zaning Board.

elaborated on F�is custom door and outdoor furr�iture businass and woodwarking facility. He
exp�ained the types o� wood, curi�g, ar�d westherproofing treatments he uses in his doors
ar�d f�rniture.
Member HerbericF� mo�ed to appra�e DRB 96-003 subject to the foltowing
recnmmendations: '� ) the applicant was requssted to give priority to landscaping and
streetscaping impravements at t�e norti� er�trance, and 21 Adding a harizo�tal rail along t#�e
top nf the deck railing was strongly urged to imprave the structural integrity. The motion
was duly seconded and carried unanimously.
Baard and Staff Discussion
Discussion ensued regarding 5tandard language for mations to reference the design
guidelines. Consens�s was to ask Ms. Dougall-Sides ta draft language for suggested
mations. Discussion ensued regarding re�iewing design concepts when it is not knawn if
th� pr�posal is in compliance with tF�e �.and Develapment Cade. Mr. McCarty will ad�ise
t�e board which permittin� and code appravals are pending and/or compteted with regard
to each case. As the desigh application process maves forw�rd, he envisioned a transition
to more preliminary design reviews.
,�`� Ms. Oougali-Sides nated the co�e states DRB appraval is needed priar #o obtair�ing a
°'- building permit. She questioned whether an amendment was needsd to add sign permits
ta the language. The board agreed an amendmen� is needed.
Mr. McCarty repatted it is passibls the City's municipal services parking garaga design
project will be coming far review st the July 9 meeting. �n respanse to a g�estion, he said
preparation of a rendering was eliminated from the project because o# the cost, but a sm�ll
mode) will be brought to the meeting. He suggested for board members to infarm Central
Permittir�g staff if the preliminary drawings are not adequate for baard review.
!t was announced Assistant City Manager Bf�l BaiCer ret+red sudden�y on Jt�ne 14 and
Mr. McCarty was selected as one of the four stafif inemloers to pick up and proceed with
the pro;ects Mr. Baker w�$ administering. As a result, the Clearwater beach design
guidelines wil! not come forward in July as pre�iousty estimated.
Mr. McCarty reported flyers have been prepared and will be mailed to advertise a
series of seminars to be cand�cted by the Qawntawn DeveTopment Board and Clearwater
Chamber o# Commerce regardir�g design projects in the CRA and UC districts. Dasign
professionals and citizens will be invited to slide presentations and round table discussio�s
an July 22, August 2fi, and September 30. Tppics to be addressed are 1) signs,
2j siorefronts and remodaling, and 3j landscaping and streetscaping.
