To provide continuity for research, the Items are listed in agenda order although not

A. Call to Order and Introductions
The special meeting was called to order by the Chair at 3: 19 p.m. in City Hall.

The minutes of January 23, 1996 will be scheduled for approval at the regular meeting
of February 13, 1996.
c. Board Discussion
C1. 1996 Draft Point System for Design Guidelines
Mr. McCarty distributed copies of his proposed Project Evaluation Analysis draft, or
"point system." He explained tho system will aid staff in first running through an
application to see if it conforms to the guidelines. He indicated the points merely suggest
the relative value of various design elements to the overall guidelines. He stressed the
analysis is not intended to achieve a minimum point total, but to create a comparison of
each element to the overall intent of the design guidelines. The Board was given time to
look over the document and discussion ensued.

Board members expressed concern using numbers causes one to feel a rating or a
score must be achieved. It was felt this could mislead or intimidate applicants. Mr.
Shuford said his understanding was the numbers were to indicate which areas are
addressed appropriately and which could need more work. He supported the layout of the
system, stating it does a good job of highlighting the features that were felt to be
important. Ms. Dougall.Sides also supported the system, stating it will enable Board and
staff to give consistent review of all applications. She said it will also benefit applicants

pointed out, if an application is denied, the system will aid in illustrating where the
proposal was weak.

Discussion ensued regarding Board and staff agreement on applications, Central
Permitting Department procedures for reviewing applications, preparing staff reports and
distributing information packets to the Board.

Discussion ensued regarding the three levels of analysis represented ~n the system:
1} new buildings and development proposals, 2) lnfill construction, building additions and
facade alterations, and 3) signs and signage. Mr. McCarty stated this will be an
educational process that will become easier as the Board, staff, and the public becomes
familiar with it. It was felt the system will work well as long as everyone understands it is
to be treated as a worksheet.

Mr. McCarty requested the Board review the document and contact him with
suggestions for changes or additions before the next meeting.

C2. Revised Process and Procedures

Mr. McCarty distributed copies of a revised draft of the proposed process. Discussion
ensued regarding timing for: 1} staff review, 2} board review, 3) scheduling an item for
hearing, 4} the appeal process, 5) and meeting length. Applicant guidelines were
discussed, including: 1) number of drawings required from the applicant. 2) application
form, and 3} application instructions.

In response to a question from Ms. Dougall-Sides, Mr. McCarty responded Board Rules
and Regulations were adopted last year and reapproved January 9, 1996. Conduct of
meetings was patterned after other City administrative board procedures and a handout
discussed at a previous meeting. He said he will include this in the process document for
formal adoption. He will incorporate today's suggestions into the revised process
document and bring it forward for approval at the next meeting.

Member McCann stated he is moving tomorrow, however, will remain in Clearwater.
He also expressed concern with parking lots at the new Municipal Services Complex being
above grade. He felt the view from the street was not aesthetically pleasing. Mr. Shuford
said perimeter landscaping will be installed in areas where the grade is above the street.
Mr. McCarty explained many parking lots are having to be elevated to ensure stormwater
runoff drains into retention areas for mitigation and treatment.

Mr. Shuford displayed two drawings of Pier 60 Park. Discussion ensued regarding
what is being done with the pavilion, playground, concession and open areas. He assured
the Board the redevelopment will meet the tropical seascape theme wanted for the beach.

Mr. McCarty noted an amendment to building Code requirements related to floor area
ratio, building heights and density figures is currently being considered by the Planning and
Zoning Board prior to City Commission action. He also noted the number of urban center
subdistricts is being reduced from six to five. Mr. Shuford stated he will bring information
to update the Board at their next meeting.
F. Board and Staff Comments
Member Milam questioned if Code requires keeping landscaping alive. She expressed
concern that landscaping on certain commercial properties has not thrived since
installation. Mr. Shuford stated he will pass this information to the City Community
Response Team for investigation and action, as needed. He welcomed Board questions
and concerns, stating he will address them, or forward them to the appropriate
department.
Member Cagni questioned what remains to be finalized before the Board can begin
reviewing applications. It was indicated finalization and adoption of the design review
process and project evaluation analysis can go to the February 13 meeting. Discussion
ensued regarding when to bring the design guidelines forward for Legal Department and
City Commission consideration.

Discussion ensued regarding educating the community on design guidelines and the
review process. Mr. McCarty said he has shared the draft design guidelines with a number
of local agencies for their review and comments. Mr. Shuford stated downtown property
owners are strongly committed to supporting the design guidelines. He said property
owners on Clearwater beach and in North Greenwood neighborhood are committed to
guidelines for their areas, also.
