JI '.k,..fl.- ' .;,' I,'. .' d-/~ -- CHARITY SOLICITATIONS BOARD November 2, 1976 The meeting opened at 1:45 P.M. with the following present: Marybeth Lavallee Douglas Paden Frank Daniels Assistant City Attorney Jaycees Police Chief Absent: Douglas Ort Chamber of Commerce As the former Chairman was no longer a member of the Board, Chief Daniels was seated as Acting Chairman. He first presented the minutes of September 1, 1976 for approval. Miss Lavallee moved to approve the minutes as submitted in accordance with copies forwarded in writing to the members. Mr. Paden seconded the motion which carried unanimously. The first item on the agenda was the application of the Cystic Fibrosis Foundation for solicitation from October 15 to 24, 1976. . Mr. Richard Young, Executive Director, and Mr. Lanny Freeman, Assistant State Director, were present. Mr. Freeman explained how he had responded to the correspondence on the financial matters of the organization and presented a new breakdown of their proposed goal and expenses. Previously their ratio of costs to income was 35%. The new breakdown indicated approximately 19%. Mr. Young explained that the state office is located in Clearwater and every location throughout the state requires different material. He also said that the organization deals primarily with children and the All Children's Hospital in St. Petersburg is their local clinic. After considerable dis- cussion on finances and financial statements, Mr. Paden moved to accept, the revised income and expense breakdown. Miss Lavallee seconded the motion which carried unanimously. There was further discussion on the time element and Miss Lavallee moved to approve their application with the revised solicitation financial statement with the stipulation that they must submit a repo~t at the end of their campaign giving a complete breakdown for Clearwater. Mr. Paden seconded the motion which carried unanimously. The next item to be considered was that of Channel Markers For The Blind~ Inc. requesting approval of solicitation from November 17, 1976 to February 1, 1977 with possible renewal on a regu1ar basis thereafter. Mr. George Chambers, representing the,organization, introduced Mrs. Priscilla'Rogers who had very recently been hired as administrative director. After discussion;:of their work and their finances to date Miss Lavallee moved to approve the request with the stipulation that a report of the income and expenditures be. furnished at the end of their campaign, prior to any extension that might be desired. Mr. Paden seconded the motion which carried unanimously. The next application was that of the Clearwater Babe Ruth Baseball, Inc. to solicit one day only, February 26, 1977. As this was a regular affair there was very little discussion with Mr. Paden moving to approve the application. Miss Lavallee seconded. the motion which carried unanimously. The next application was that of the Salvation Army for their annual Christmas and winter relief program to be from November 26, 1976 through December 24, 1976. Miss Lavallee moved to approve the request of Salvation Army in accordance with their application. Mr. Paden seconded the motion which carried unanimously. There were four applications which had previously been verbally approved and were now presented for confirmation. The Chairman outlined briefly the four requests, that of the v.r.w. Post '10304, Unicef, Science Center of Pinellas County, Inc. and the Salvation Army for their Maintenance and Special Thanksgiving campaign. Miss Lavallee moved to confirm the previous ve~bal approval of the four applications. Mr. Paden seconded the motion which car~ied unanimously. Miss Lavallee commented that this might be the last meeting of the Board as an ordinance had been drawn up to abolish the ordinance for the Charity Solicitations Board. The County would take over the duties instead of the two governmental agencies conflicting and duplicating their efforts. William Wightman and Clifford McKay, as representatives of the Clearwater American Legion, appeared before the Board and outlined a plan whereby the City of Clearwater might secure a National Guard Infantry Unit numbering 18g men. The plan called for the expenditure, of approximately $100,000.00 for the erection of an armory; such cost to be allocated as follows: State of Florida - $50,000; County of Pinellas - $20,000; City of Clearwater - $30,000 (such sum to include an estimated ~~st of $10,000 for the land site); Captain McKay stated that the unit would be activated as above set out, and that $20,000 of the funds to be contributed by the City could be paid Qver'a period of three years. City owned property near Green Field on Greenwood Avenue was favorably discussed as a pOSSible site. Captain McKay also stated it would. probably be a year before the City would be called on to. pay any money.
