The Chairman calaed the meeting to order and proceeded to out- line the application of Big Sisters of Pinellas County, Inc., to conduct a mail solicitation from November 1, 1974, through December 31, 1974. Mrs. Susan Stanton, President, pointed out that this would be their first effort within the City and that the local organization is not presently affiliated with the national organization but is prepaning to seek affiliation. After some discussion Chief Daniels moved that 'the application of Big Sisters of Pinellas County, Inc., be approved. Mr. Lord seconded the motion. The Chairman requested that their records be kept in such a manner that they will be able to de- termine the amount of funds derived from the Clearwater area and the'tamount of funds expended in this area so that this in- formation will be available next year. The motion carried unanimously. u The next application to be considered was that of the Pine11as County Chapter of the National Foundation, commonly known as March of Dimes, which was continued from the meeting of October 3, 1974, in order that a representative of the local Chapter might be present to answer some questions concerning the National Foundation. The Chairman reviewed the application again and in- formed Mrs. Pat Sawilowsky, the Chapter representative, that our national reporting agency had indicated dissatisfaction with the National Foundation and the Salk Institute for Biological Studies because of their refusal to answer inquiries, among other things. After considerable discussion and lengthy questioning of Mrs. Sawilowsky, the Chairman recommended that the amended application (dates changed to December 1, 1974, through May 31, 1975) of Pinellas County Chapter of the National Foundation be approved with the request that the representative, Mrs. Sawilosky, obtain and furnish a written report to this Board within a period of 60 days covering the following information: 1. Who are the owners, and who the beneficiaries, of the $2,410,000 life insurance policy on the life of Dr. Jonas Salk. 2. What type of reports are required by the National Foundation from the Salk Institute for the funds that are turned over to the Salk Institute for its use from the National Foundation's funds. 3. What restrictions, if any, are set by the National Foundation for the expenditure of these funds. 4. Whether it would be possible for the local Chapters to be able to retain more than ~O% of the gross funds that they collect and not have to submit the present 60% to the National Foundation for its use. Rev. Johnston requested as- surance that the Salk Institute is willing to present an audited copy of its financial statement to appropriate cha~itable in- 10-23-74 ,;,'._;.."",.." Chief Daniels moved that the application be approved with the conditions outlined by . the Chairman and Rev. Johnston. Mr. Lord seconded the motion. Upon the vote being taken Mr. Kennedy, Mr. Lord, Mr. Horst, and Chief Daniels vo"ted "aye". Rev. Johnston voted "n01l. Motion carried. The Clerk was directed to send a letter to Mrs. Sawilowsky outlining these items. The application of Young Men Unlimited was presented for con- firmation to raise funds and food from October 9, 1974, through October 11, 1974, for the purpose of having a sleep-out at the National Guard Armory for disadvantaged youths. Chief Daniels moved to confirm the previous verbal approval for Young Men .Unlimited. Mr. Lord seconded the motion, which carried unanimously. The minutes of the meeting of October 3, 1974, were presented for approval. Hearing no objection, the Chairman declared the minutes approved as submitted in writing to each member.
