January 20, 1971
The meeting opened at 2:20 P.M. with the rollowing present:

The Chairman called the meeting to order. Chief Daniels moved
that the minutes of the meeting of November 19th, 1970 be ap-
proved in accordance with copies submitted to each Board member
in writing. Motion was seconded by Mr. Wolfe and carried
unanimously.
The application or the Suncoast Heart Association which had been
verbally approved was presented for confirmation. Chief Daniels
moved to confirm the prior approval of the Suncoast Heart Asso-
ciation. Motion was seconded by Mr. Wolfe and carried unanimously.
The application of the National Foundation which had been verbally
approved was presented for confirmation. Mr. Wolfe moved to con-
firm the prior approval of the National Foundation and to waive
the 15-day filing requirement. Chief Daniels seconded the motion
which carried unanimously.
The application of the American Legion Auxiliary, Turner-Brandon
Unit #7 for their annual sale of poppies, February 19th and 20th,
1971 was presented for consideration. Chief Daniels moved to
approve the application of the American Legion Auxiliary.
Mr. Wolre seconded the motion which carried unanimously.
The application of" the American Cancer Society, PinelIas County
Unit, for solicitation of" funds during the month of April, 1971,
was presented for consideration. Mr. Wolfe moved to approve the
application of the American Cancer Society. Chief Daniels
seconded the motion which carried unanimously.
The Chairman explained that the City Commission had, by motion,
adopted a policy :for the Charity Board to make recommendations to
the City Manager either for or against requests for waiver of
rental charges on publiC facilities for non-profit organizations.
He went on to say that the first request under this procedure was
one from the Upper Pinellas County BOWling Association to waive
the rentail fee for the Municipal Auditorium for them to conduct
a benefit dance on Saturday, January 30th, 1971 with the proceeds
to provide therapeutic and rehabilitation programming for the
blind and hospitalized or our Armed Forces, Chief Daniels moved
that the Board recommend approval for the waiver of fees, subject
to them paying costs such as janitor, power, etc. Mr. Wolfe
seconded the motion which was approved unanimously.

The Chairman read a letter from the National Information Bureau in
reply to a question of the Board regarding the average cost of
fund raising, with the letter from the Bureau indicating that they
,had never set',a percentage for the cost of fund raising for part
of their basic' st~ndards, etc.
The City Clerk reported to the Board regarding the application of
the Christian Record Braille Foundation, Inc. which was still not
,in proper order as to their financial statement so that no action
will be possible as yet. .
There being no further business, the meeting adjourned at 2:50 P.M.
