AGREEMENT
THIS AGREEMENT entered into this I;-M day of ()c~
1985, be-
tween the City of Clearwater, Florida (hereinafter referred to as City) and
Religious Community Services, Inc.
(hereinafter referred to as RCS and
provides as follows:
WHEREAS, the City has successfully applied for a CDBG Grant from the
u.S. Department of Housing & Urban Development to provide funds, inter
alia, to RCS for Emergency Housing Services in Clearwater.
NOW THEREFORE, in consideration of the mutual covenants and agree-
ments hereinafter stated the parties hereto agree as follows:
I. The City shall provide to RCS solely from its CDSG funds the maxi-
mum sum of Forty Thousand Dollars ($40,000) subject to and in accordance
with the provisions of this agreement and in express reliance on the
warranty of RCS that such funds will be used exclusively for the following
project in Clearwater, Florida:
Funds for RCS to renovate six mobile homes for use in their
Emergency Housing Program. . . . . . . . .$40,000
and that all expenditures of said funds will be in accordance with the
provisions of the Housing and Community Development Act of 1974, as amend-
ed, and all rules and regulations pertaining thereto.
II. As funds are required by RCS for the purposes provided herein,
RCS may present to the City written requests for the amounts of CDBG Funds
required.
Each such request shall contain the certification that all ap-
plicable federal, state and local laws, regulations and ordinances have
been complied with in committing said funds.
Upon receiving any such re-
quests in proper form, the City shall duly requisition from the United
States Department of Housing and Urban Development the amount so requested
and when such amount is credited to the City's CDSG Funds, the City shall
pay that amount to RCS.
III. None of said funds nor any other Community Development Funds
shall be used for personnel, administrative or other operating costs of
RCS.
IV. All records pertaining to this project shall be retained by RCS
for such period as required by applicable laws and regulations and may

thereafter be destroyed only with the prior written approval of the City.
All records shall be available for audit by representatives of the City
and other agencies responsible for compliance with applicable laws and re-
gulations.
IN WITNESS WHEREOF, the City and RCS have executed this agreement as
of the date first above written.
