CHARITY SOLICITATIONS BOARD

The meeting opened at 2:10 P.M. with the following present:

The Chairman called the meeting to order. Chief Booth moved
that the minutes of the meeting of September 28th, 1965 be
approved in accordance with copies submitted to each Board
member in writing. Motion was seconded by Mr. Kennedy and
carried unanimously.

The application of the Clearwater CourtjOrder of the AmaI'anth
was presented for consideration. Mr. Kennedy moved that,
after I'eview of the application by the Board, it is determined
that no permit is necessary, but if their method of solicita-
tion is changed that a new application should be filed. Mr.
Dribben seconded the motion which carried unanimously.
It was brought to the attention of the Board that the
Clearwater Lions Club has already started their Eyesight Seal
Campaign, and the question arose as to whether or not they
should have a permit for this type of solicitation. Chief
Booth moved that since the Clearwater Lions Eyesight Seal
Campaign is already under way and in the opinion of the
Assistant City Attorney this solicitation does fall within
the ordinance,that no permit be required at this time, but
they be advised to file an application prior to any future
solicitation of this nature. Mr. Dribben seconded the motion
which carried unanimously.

A letter from Florida Wheels Inc., describing their method of
solicitation for funds was presented for consideration. Mr.
Kennedy moved that Florida Wheels Inc., did not require a per-
mit for the campaign as outlined in their letter, but if the
method of solicitation was changed they should inquire as to
j<":'\ the necessity of filing an application. Chief Booth seconded

The Chaiman informed, the Board relative to the National
Infomation Bureau who makes available to their members con-
fidential reports relating to various non-profit organizations
in the Uni~ed Sta~es solici~ing contributions. By consent the
Board agreed to a one ,year membership and requested the City
Clerk to ask for reports relating to controversial or question-
able organizations who have applied to the Board.
Mr. Kennedy discussed with the Board and recommended amendments
to the Charity Solicitation Ordinance. He pointed out proposed
revisions to clarify the types of solicitations requiring a
permit. '
