The meeting opened at 1:30 P.M. with the following present:

The Chairman called the meeting to order at 1:30 P,M.
The minutes of the meeting of' September 17th, 1964 were pre-
sented for approval. Hearing no objections the Chairman
declared the minutes approved in accordance with the copies
submitted to each Board member in writing,
The application of the Pearl S. Buck Foundation was pre-
sented again for consideration. Mr. J. P. Davenport,
representing the applicant, was present. The City Clerk
announced that letters had been written in accordance with
instructions of the Board at the last meeting, but that no
reply had been received from the Foundation. After con-
siderable discussion, the Board by consent agreed to defer
action until after October 1st to await reply from the
Foundation.
The application of Boys Town, C, A. Incorporated was pre-
sented, with Mr. P. M. Waterman, Sr., representing the
organization, being present. Mr. Waterman explained that
the principal purpose of the solicitation was to bring
graduates from schools in Central America and Costa Rica
, to the United States fo~ 30 days in an anti-communist
program. He further explained that the government of
Costa Rica had passed an act providing for schools there,
but as there was insufficient fundS, the American Legion
had set up the schools with particular emphasis on trade
training. After Mr. Waterman had left the meeting and
the Board had discussed the application, Chief Booth
moved that the application be denied. Mr. Kennedy second-
ed the motion which was approved unanimously.
There being no further business, the meeting adjourned at
2:50 P.M,'
