H'.~ ..',.., -- CliARITY SOLICITATIONS BOARD March 6,> 1959 The,meeting opened at 5:00 P.M. vdth the following present: ~ws. E. J. Daniel, Secy. Col. J. H. Watkins Willis Booth H. H. Baskin, Jr. R. G. Whitehead Merchants Association Better Business Bureau Police Chief city Attorney City Clerk .. ~ In the absence of Chainnan Walter T1tzel, Colonel Watkins assumed the Chair by consent of the ,rest of the Board members present. This was a special meeting called to review the portions of two applications which had been denied at the regular meeting on March 5th. I~s. Francis Hoare and r~s. Jack Williams were present representing the ,Easter Seal Campaign ,and gave more complete information as to the activities of the campaign indicating it was an affiliate of the National Society for Crippled Children and Adults. After a discussion of the lnatter, Mr. Baskin moved that Mrs. Hoare and Mrs. Williams add to the application 3ho~dng that the campaign was a national one and showing where the money \'laS spent and upon this being completed that the request be approved. Chief Booth seconded the motion which carried. The other application to be reviewed was that or the Lions Club community bene~it packet. Mr. Willard Brown representing the advertising agency setting up the pacltet was present and indicated that of the one dollar being charged f"or the pacltet" fifteen cents would go to the Lions, forty cents to the salesman, and forty-five cents to the processing and printing of materials; also that for the ~erson to get rull return he lwuld have to purchase approximately ~15.00 worth of groceries. The question arose as to whether this was actually a charity solicitation or a plain selling solicitation. By consent.. it \'las agreed that Mr. Baskin \'l'ould contact John Bonner and suggest that he take it out of the charity type or soliciting and it was also indicated that the Board would still disapprove if it was considered a charity application.
