A G R E E MEN T

THIS AGREE~IT is entered into this ~___ day ~~

between the City of Clear\vater, Florida (hereinafter referred to as City) and
Religious Community Services, Inc. (hereinafter referred to as RCS) and
provides as follows:
HHEREAS, the City has successfully applied for a Community DevelopMent
Block Grant from the U. S. Department of Housing and Urban Development to provide
funds, inter alia, for the rehabilitation of an emergency housing facility
operated by RCS within Clearwater, Florida, and
WHEREAS, the City is willing to fund such repairs and improvements
as a joint undertaking with Pine11as County, Florida, ~)1ereby the City will fund
25% and Pine11as County will fund 75% of the cost thereof, and
WHEREAS, the parties hereto entered into an agreement dated November 12,
1980, providing for the payment of up to $24,000.00 for such repair and improve-
ments, which said sum the parties hereto have agreed to reduce to $12,800.00.
NOl~, THEREFOP~, in consideration of the mutual covenants and agreements
hereinafter stated the parties hereto agree as follows:

The City shall provide to RCS, solely from its Community Development
Funds, the maximum sum of Three Thousand Two Hundred ($3,200.00) Dollars, and an
additional sum, not to exceed $9,600.00 solely from the Community Development
Funds of Pine1las County, Florida, for a total sum of $12,800.00, subject to and
in accordance with the provisions of this agreement and in express reliance on the
warranty of RCS that such funds will be used exclusively for the repair, rehabilita-
tion, and improvement of the emergency housing facility at Holt Street, Clearwater,
Florida, and that all expenditures of said funds will be in accordance with the
provisions of the Housing and Community Development Act of 1974, as amended, and
all rules and regulations pertaining thereto.
II. As funds are required hy RCS for the purposes provided herein, RCS may
present to the City ,,,ritten requests for the amounts of Coruilunity Development Funds
required. Each such request shall contain the certification that all applicable
federal, state and local laws, regulations and ordinances have been complied with
in committing said funds. Upon receiving any such requests in proper form, the
City shall duly requisition from the United States Department of Housing and Urban
Development and from Pinellas County, Florida the amount so requested and when such

amount is credited to the City's Community Development Funds, the City shall pay
over that amount to RCS.
III. None of said funds nor any other Community Development Funds shall be

used for personnel, administrative or other operating costs of RCS.
IV. All records pertaining to this project shall be retained by RCS for
such period as required by applicable la~vs and regulations and may thereafter be
destroyed only with the prior written approval of the City and Pinellas County,
Florida. All records shall be available for audit by representatives of the City
and Pinellas County, Florida and other agencies responsible for compliance with
applicable laws and regulations.
