AGREEMENT

THIS AGREEMENT is entered into this ,20

between the City of Clearwater, Florida (hereinafter referred to as City) and
Religious Community Services, Inc. (hereinafter referred to as RCS) and provides
as follows:
WHEREAS, the City has successfully applied for a Community Development
Rlock Grant from the U.S. Department of Housing and Urban Development to provide
funds, inter alia, for the acquisition and rehabilitation of an emergency housing
facility to be operated by RCS within Clearwater, Florida, and
WHEREAS, RCS has requested that in lieu of acquiring a new facility,
funds be made available to repair, renovate and improve the existing facility it
operates on Holt Street, Clearwater, Florida, and
WHEREAS, the City's willing to fund such repairs and improvements as
a joint undertaking with Pinellas County, Florida, whereby the City will fund
251 and Pinellas County will fund 75% of the cost thereof.
NOW, THEREFORE, inconsideration of the mutual covenants and agreements
hereinafter stated the parties hereto agree as follows:
I. The City shall provide toR. C. S. , solely from its Community
Development Funds, the maximum SUlll of Ten Thousand ($10,000.00) Dollars, and an
additional sum, not to exceed $30,000.00, solely from the Community Development
Funds of Pinellas County, Florida, subject to and in accordance with the provisions
of this agreement and in express reliance on the warranty of RCS that such funds
will be used exclusively for the repair, rehabilitation, and improvement of the
emergency housing facility at Holt Street, Clearwater, Florida, and that all
expenditures of said funds will be in accordance with the provisions of the Hoaiing
and Community Development Act of 1974, as amended, and all rules and regulations
pertaining thereto.
II. As funds are required by RCS for tbe purposes provided herein, RCS may
present to the City written requests for the amounts of Community Development
Funds required. Each such request shall contain tbe certification that all
applicable federal, state and local laws, regulations and ordinances have been
complied with in committing said funds. Upon receiving any such requests in proper

form, the City shall duly requisition from the United States Department of Housing
and Urban Development and from Pinellas County, Florida the amount so requested
and when such amount is cre.ited to the City's Community Development Funds, the
City shall pay over that amount to RCS.
III. None of said funds nor any other Community Development Funds shall be
used for personnel, administrative or other operating costs of RCS.
IV. All records pertaining to this project shall be retained by RCS for such
period as required by applicable laws and regulations and may thereafter be
destroyed only with the prior written approval of the City and Pinellas County,
Florida. All records shall be available for audit by representatives of the City
and Pinellas County, Florida and other agencies responsible for compliance with
applicable laws and regulations.
IN WITNESS WHEREOF, the City and RCS have executed this agreement as of
the date first above written.
