Schineller. for pension benefits. ITEM. TKO: Request from E. Lester Marston for pension benefits. ITEM THREE: Letter of Resignation from Mr. John L. CLEARRATER•POLICE SUPPLEMENTARY PENSION FUND 1 MEETING HELD APRIL 8, 1969 AT 9:00 A.M. in the Office of Frank Daniels, Police Chief MINUTES Meeting was called to order by the Chairman, Mayor H. Everett Hougen. Present were Mayor Hougen, Assistant City Attorney Guy.Kennedy, Officer Molnar and-Major Blaine LeCouris. Major LeCouris made a motion that the minutes of the meeting held February 6, 1969 be approved as written. Motion seconded by Officer Molnar. Motion carried. Mayor Hougen read a letter of resignation from,John L. Martens, Board'of Trustee, and also read Chief Daniels' letter of acknowledgment to Mr. Martens. Since the person filling this vacancy must be appointed by the City Commission, Mayor Hougen instructed Frank Daniels, Secretary, to submit the letter of resignation to the City Commission so that it may be formally accepted. Mayor Hougen also instructed Chief Daniels to submit for the work session prior to the April 21st Commission Meeting a list of names the Board of Trustees would like to be considered to fill this vacancy. Chief Daniels made a motion that the Commission recognize in some way Mr. Martens many years of service as a Trustee of the Supplementary Pension Fund, perhaps in the form'of a citation. Officer Molnar seconded the motion. Motion carried. Mayor Hougen asked Chief Daniels to also include this in his letter to the Commission. Mr. Kennedy asked Mrs. Ward to advise him the exact period of time Mr. Martens has served on the Board and•he would be happy to prepare the citation for the Mayor and Commission. Chief Daniels reported onthe recent meeting he and officer Molnar attended in Orlando regarding a Bill being proposed to increase monies from 1% to 2% from the Casualty Insurance, said Bill to take effect July 1, 1971. Chief Daniels said the Florida Peace Officers were actively supporting this Bill. The.Mayor asked if the.Chief would like the support of the Commission on this Bill, the Chief said he would aril the Mayor then directed Chief Daniels to write-3 letter requesting that the commission use their influence through the legislative delegation`to support the Bill. I tPage Two 1 ' ht ? The Chairman moved on to.1tem Number One on the agenda.' Request from Vincent Schinelle, for pension benefits. All of the necessary papers were in order for Vincent Schineller's request, and he i:hose' to accept the Life Annuity 10 Years Certain at a cost of $4,671.22 to the Board.of-Trustees. Major LeCouris made a motion that Vincent Schineller's pension be placed in effect, said pension to be retro=active to March 2, 1968. Motion seconded by Officer Molnar. Motion carried. Item Number Two on the agenda. Request from E. Lester Marston for pension benefits: Sgt. Marston chose to accept the Cash Refund Annuity . at a ' cost 'of $11,451.47 to.the Board of Trustees., Major LeCouris questioned the cost of his annuity as,compared with that of Vincent Schineller's.• Mr. Kennedy stated that he would advise the Board to send the computations of Provident to the State Insurance Commissioner's office before approving same. Mr. Kennedy also suggested that a letter be sent to Mr:'Don Owenby, Provident insurance Co., Chattanooga, and request an explanation on why the two computations were so different even though the two men are comparable in years of service, salary, etc. At this point a call was placed to Mr. Owenby, who talked with Mr. Kennedy, and'as a result of the conversation, Chief Daniels was instructed to'write a letter to Mr. Owenby and request in writing an explanation regarding the computations -'for Sgt. Marston and to explain the difference in the two computations. The Board decided to defer approval on Sgt. Marston's request until further investigation. Motion to defer action on Marston's was made by major LeCouris and seconded by Officer Molnar. Motion carried.
