The meeting was caned to order at 7:58 pm by Rudy Miner, Chairperson. Members agreed to a minute of silent prayer. Mike Holmes advised that Chairperson, Darrell Collins, was sick with the flu and would not be able to attend. The old dilemma of no quorum, no action can be taken. With no quorum, the minutes of the previous regular and special meetings of June 14, 1994, June 21, 1994, and July 5, 1994, will be carried over to the next regularly scheduled meeting with a quorum. Lois Cormier thanked Milly Joplin for her role in obtaining a walk light at Belleview and Fort Harrison, Bob Joplin stated Commissioner Deegan agrees with his belief that water recycling will eventually become a necessity in our future. Bob believes the City should be taking action now to make this a reality. Citizens need to advise elected officials they are in favor of reviewing techniques available to reuse water. One idea was reusing water left in the washbasin after cleaning your hands that could go into the water closet to be used to flush the commode. We must do all we can to insure an adequate supply of drinkable water for our population. FY 1994-95 Commullitv Development Block Grant Final Statement Mike Holmes had a table which detailed the recommendations of the NAC and Technical Review Committee. Recommendations of this Committee which were not granted CDSG funds include the North Greenwood Association and Irvin's All American. Rudy Miller was queried by the Girls Club receiving only a small portion of their request. Mike explained the City can finance some agencies from the General Fund. The Girls Club may receive their full request from the City. This will be decided when the budget is voted on at the City Commission meeting on September 15f 1 ''':.(If,, "I,. ,.......... 1994. Monias from the Genoral Fund also are not subject to the same stringent rulas required by HUD. Mike advised that Commissioner Deegan felt the bus tour was enlightening nnd agrood that all the applicants had merit. FY 1994-95 Housing Opportunities for People with Aids Grant The Red Ribbon Homestead is one of the larger recipients dealing with the care of persons having Aids. Monies are channeled through Tampa for the Tampa Bay area. Clearwater has two large care facilities. One is Red Ribbon and the other is the Gulf Coast Jewish Family Services Center. The need for more space has increased. Many neighborhoods do not want these facilities in their area. Monies can be used for acquisition but finding an location satisfactory to all is difficult. It was suggested that persons having the disease turn their residential property over to the Aids cause to be used ~o reduce the housing crisis. Victims have good days and days where they need meills brought in. It is hoped agencies will come forward with programs to aid in this area. The largest increase of persons being diagnosed with the disease is now the elderly. Members were delighted to share the memo received from Commissioner Thomas. At the Commission meeting he praised staff and the Neighborhood Advisory Committee for the excellent job done in providing the Commission with information enabling them to make informed decisions on the various funding requests. , '--) Merger between the Affordable Housing Advisorv Committee and the Neighborhood Advisory Committee Being without a City Attorney has hampered our getting a legal opinion on the joining of these two committees. It is hoped that when the new City Attorney is on board, and familiar with her role, that she can study and advise how this proposal can take place. The NAC is the senior committee and the AHAC's term has run out. We therefore must wait until the City's Legal department renders a decision on our request before it goes to the City Commission. ...J Milly Joplin expressed concern over the increase of taxable property being removed from the tax role and the additional burden this places on taxpayers to pick up the slack. Commissioner Thomas believes this should be studied and committee members agreed. One suggestion was an exemption similar to the homestead exemption for an actual house of worship. If the property has an income, is fat profit, or its primary use is not for worship, that could determine a tax status for buildings owned by churches own other than the physical worship building. Worship building needs to be defined. Sinco many areas are becoming built out, this area needs to be addressed. Mike suggested and members concurred to ask Scott Shuford to discuss this issue at an upcoming NAC meeting. Meeting schedule for FY 1994-95 2 ......... ~\'i~~ ,".. . ,."' ,"" Under tho NAC by-laws tho mootings are the first Tuesday of the month and start at 7:45 pm. Whon the AHAC and NAG join, there will bo special meetings In addition to tho regularly schoduled monthly meetings. There will be a special meeting for tho HOME program, the application process and the SHIP program. Members need two weeks notice when a meoting is requested. With regard to Citizon Participation, Mike advised this Committee will hold public meotings at Wood Valley as well as other locations in the City. New Business Cherry Harris inquired about auto mechanics who block sidewalks while working on their vehicles. Grease is difficult to remove and she feels tho repair work is inappropriate when it becomes a regular event. Pat will contact Central Permitting to have the chairs in the DRC oiled. The squeak is annoying when a group is trying to hold a discussion. Mary Heard asked how to obtain sand bags for flood control from the City. Mike will contact Public Works to see if they will deliver sand bags free of charge to citizens with a need for them. Lois Cormier advised that she has viewed the plans drawn by Public Works which will correct the flooding on Harbor Drive. .,-..\ Rudy inquired about drugs and the community response in South Greenwood. It is \_.J believed the proposed police substation, part of the Americorps program, will eradicate many problems. A neighborhood anti-drug march is planned. Lois believes citizens should concentrate on the positive things happening in the neighborhood and will not participate in a march focusing on what is wrong in the neighborhood. It was also pointed out that this neighborhood welcomed both Red Ribbon and a drug treatment facility. Also mentioned was the super registration day planned allowing any unregistered citizen to register to vote. Sunshine Mall will be closing soon to remodel. After threo months it will be ready to reopen. Darrell Collins will be presenting the NAC Annual Report to the City Commission on Thursday, October 6, 1994. It is one of the earlier presentations and some members may attend. Bob Joplin recently changed his electric from 100 amp to 200 amp service. He recently had the flu and was awake several nights when he noted the power going off and on. He feels Florida Power should provide a more uniform service to our citizenry. He beHeves they should be required to give a superior product.
