The meeting was called to order at 7:48 pm by Chairman Darrell Collins.
A prayer was offered by Willie Brewton.
Minutes of the Special Meeting of May 17, 1994 were reviewed for any
corrections. There being none, the Minutes were approved as submitted.
Alan Ferri advised that Tina Pimenidis, due to the needs of he~ family business,
has resigned from this Committee. It also was learned that John Gammage is
in New York on a job assignment and is expected to be there for at least three
months.
5. Milly Joplin advised she would remove herself from any voting on Tampa Bay
Community Development Corporation as she has been a Secretary for them for
many years.
6. Lois Cormeir expressed her gratitude to the city and staff for their response to
a complaint to the Mayor about a parcel of city-owned woods near her property
abutting the lake which has been frequented for years by the homeless. It has
become a haven for run-aways and other activities detrimental to the
neighborhood. The area is along the railroad. There wiIJ be combined efforts
by Community Response, Parks & Recreation and the Police. Furniture and
trash will be removed and a general clean up will be completed. Ms. Cormier
did nat make the call but was most appreciative of how well the City staff was
responding to this complaint.
7.' Review of the FY 92-93 Grantee Performance Report. Alan Ferri advised
members that this report was reviewed and reworked with the collaborative

efforts of Mike Holmos, Bill Cantlin, Joe McFate and himself. HUD had
questionod the detail of the roport which suggested accounts noedod to be
reconciled. Committee members quostions were answored. Carryovers
accounted for some of the discrepancies contained in the earlier report. Darrell
Collins hoped that future. reports would be more timely and Alan Ferri advised
him they would be done within three months of the end of each fiscal year. A
motion was made by Milly Joplin and second by Rudy Miller to recommend that
the City Commission adopt the Grantee Performance Report for FY 92-93 and
submit it to the Department of Housing and Urban Development. The motion
carried.

Review of the Final Statement for FY 92-93. This is a companion document
of the GPR and is formatted so that members can look at the numbers
formatted in a different fashion. A motion was made by Rudy Miner and
seconded by Cherry Harris to recommend that the City Commission adopt the
Final Statement for F'I1 92-93 and submit it to the Department of Housing and
Urban Development. The motion carried.

Alan Ferri suggested that this committee consider accet)ting five members of
the nine member Affordable Housing Advisory Committee as members at large
of the Neighborhood Advisory Committee. It is assumed that the AHAC
chairman, Joe McFate, will no longer serve on the committee as it might
conflict with his other activities. The Affordable Housing Advisory Committee
is now required to meet once a year. Doc stamp taxes wil1 increase and
coincidentally so will funds allocated to us. Our expendable cash will go from
$120,000 to approximately $600,000 for first-time buyer housing assistance.
The expertise of the Affordable Housing Advisory Committee members would
be of great value.

If this group agrees, Alan will ask Legal to redraft the language of the at-large
membership to incorporate five AHAC members. Concerns were expressed
about dedication and if they would regularly attend meetings. They represent
real estate, construction and the banking industry. Discussion ensued relative
to the difference between city committees with no limit to the length of time
a member can serve and boards which have Iimitod terms. This would allow
new people to come in. The question, however, is if new members can be
found who would have the necessary dedication. If the committee is made a
board, staggered terms will be initiated. A motion was made by Milly Joplin
with a second by Rudy Miller that the AHAC and NAC join together as either
a committee or board based on action to be approved by the City Commission.
The motion carried.
10. Alan Ferri explained the new process for Community Development Block Grant
application evaluations. Members were given ratings as determined by the
Technical Review Committee. The TRC members were from the social services
industry and they rated and ranked the various agencies. The NAC has an

entirely different perspective and will rate applicants on their interaction in the
neighborhoods. Monies are available in categories to grant all applications
except for a limited amount available in public service funds.
Alan Ferri advised members that Sgt. Allan Moore is ineligible to receive funds.
Their submission is for funds to payoff a balloon mortgage. We are aware the
county turned thorn down for funds. The City Commission has told them in the
past not to come back with such a request and HUD has informed Mr. Ferri that
federal funds cannot be expended to prepay a mortgage. Alan Ferri and Mike
Holmes met with this group and advised them not to submit a request for pre-
payment. Members were advised they can go a bank for financing. Per Mike
Holmes, some of their funds are received from another source. The TRC
ranked the North Greenwood Association poorly as a service provider as they
had no history to evaluate. Some numbers have been filled in on the NAC
evaluation forms in those instances where the exact figures were given by the
applicant. " ~
It is anticipated that the City Commission wiIJ agree where there is consensus
between the TRG and the NAC. Discussion no doubt will ensue where there
are differences. The City Commission will make the ultimate distribution of
these available funds.

Bonus points and how they can be awarded was reviewed. The evaluation
process, determination of does an application meet the national objectives, the
use of a separate form for each project proposed, and the form and bonus
points was thoroughly explained. It was suggested everyone review this
material, make their own preliminary evaluation, and be prepared for the public
hea ring meeting on Tuesday, June 21, 1994. If a member recommends a
change in the dollar amount, it should be written out along with a reason why.
Darrell Collins would like to see an easy method in the evaluation which would
enable members to adjust inflated requests and recommend a more realistic
figure.
The bus tours are scheduled for Friday, June 17 and Saturday, June 18, 1994.
The tour will be video taped. An invitation has been extended to the City
Commissioners to join members on the bus tour. Cherry Harris has a Friday
morning appointment and will attempt to meet the group when they lunch at
Station Square Park. It was interesting to note that no one submitted a
proposal to promote fair housing. Alan actively recruited agencies to submit
such an application but none were turned in. An audit group was a suggested
idea that would fill this category. The ranking process must be completed after
this group's meeting on June 28, 1994. Copies of the evaluation forms will be
made available to committee members.

Brewton to adjourn tho meeting. The motion carried.
