Other present: Michael Holmes, city Staff.
1. The meeting was called to order by Chairman, Darrell Collins
7:45 p.m. Mr. Willie Brewton gave the invocation.
2. Darrell collins welcomed new NAC member Mr. Richard Kinseher
to the NAC. Mr. Fred Infinger gave Mr. Kinseher an overview of
the committee and explained its role within the City of
Clearwater. Mr. Infinger also gave an overview of the duties
of NAC members.

Darrell Collins motioned that we accept the minutes from the
March NAC meeting. During the discussion period of the motion,
Mr. Ralph stated that the minutes did not conta in enough
information about Mr. Foley's and Mr. Baker's presentations.
Motion to accept minutes failed because of split vote with
Darrell Collins, Fred Infinger, and Molly Stephenson voting to
approve the minutes, Cherry Harr is, Richard Kinseher and
Willie Brewton abstaining from voting, and Ralph Linn voting
not to accept the minutes. Mr. Kinseher and Mr. Brey/ton
abstained from voting due to neither person attending the
meeting.

In efforts to reach a conclusion to the minutes approval, Mr.
Linn motioned that the NAC accept the minutes with the
condition that they reflect that Mr. Foley'S presentation was
cut short and that Mr. Baker angrily attacked Mr. Foley'S
report of Stephenson's Creek. Motion carried.

Michael Holmes presented an update on the city's
Rehabilitation Program which stated that the Rehabilitation
Program is still on hold due to revision of the rehabilitation
manual. The emergency rehab. program is still operable on a
case by case basis. The update also included a status report
on the three problem cases which showed the Elliott's being
near completion, the Shuman's home being 100% complete and the

Watson;s home being solicited for bids. It was also reported
that three other people have reported dissatisfaction with
their previous rehab. jobs. They include Ms. Annie
Christopher, Ms. Aretha Poole and Ms. Jane Lanier. The city is
presently viewing each of these cases and will report back to
the NAC with their findings.
5. In new business, Michael Holmes reminded the committee that
applications for COBG funding for the next fiscal year will be
due on April 20, 1993 and that the NAC will be, requested to
rnakea recommendation to the city commission. During the May
NAC meeting all applicants requesting funding will be
encouraged to make a presentation of why they should receive
funding. '
6. The ne~t meeting is scheduled for Tuesday, May 11, 1993.
