Bill Baker, Roy Joplin and Lois 1'. The meeting was called to order by Chairman, Darrell Collins 7:30 p.m. A moment of silent prayer was observed. 2. Darrell Collins presented Mike Foley, concerned citizen, to the NAC who addressed the committee on stevenson Creek. He spoke of the channelization of the stevenson Creek by the city of Clearwater and the affect that it has had on the environment and the homeowners who live around it. As to the environment he stated that the channelization of the creek bed with concrete has caused the water quality to suffer and thus reduced the number of fish that live in the water. He also stated that plant life has also suffered because of this. As to flooding, Mr. Foley stated that the city has been reluctant to provide him with information about the number of homeowners whose homes flood in heavy rains. He stated that city design of the project has added to reasons the homes along the creek flood. Mr. Foley closed with saying "We have valuable water systems down here". They need to be protected; already in deteriorating state and need the maximum amount of protection. ., , ) .......1<., 3. Darrell Collins presented Bill Baker, city of Clearwater Public works Director, to the NAC who addressed the committee on the City's view of the stevenson's Creek Project. In response to Mr. Foleys accusations, Mr. Baker stated that the channelization of stevenson's Creek had no significant adverse impact on the environment. He noted if the project had not been completed, the mouth of the creek would have been severely impacted because the silt from the creek would have accumulated in the mouth of the creek. He stated that the city had already removed 13,000 tons of silt from the area prior to channelization. He noted that some plant habitat may have been affected by the project but the returns outnumbered the decrease. As to flooding, Mr. Baker stated that flooding only Paqa 1 ot 2 'v,~ , . Mr. Baker stated to do the project the most prudent way would be for the city to purchase 104 homes along the creek and widen the creek to provide for natural flooding to occur with hardlining the creek beds. However, the cost for doing this is estimated at 21 million dollars. In closing Mr. Baker stated that the first phase channelization project has had a positive impact on the area by reducing erosion and flooding. Rudy Miller made a motion that the NAC take no action on the stevenson Creek Project. Motion died for lack of second. However, it was suggested by Fred Infinger that Mike Foley and Ralph Linn present their concerns about stevenson's Creek to the city commission as concerned citizens, but not with NAC support. 5. Fred Infinger made a motion that the NAC will go on record as stating that they will be willing to use as much Block Grant money as can be found to see that the project was done right to meet all Environmental regulations. Michael Holmes and James Polatty presented a brief status report of the rehabilitation program and recent HUD visit. : ~ '""-' Michael Holmes presented a brief update on the Comprehensive Housing Affordability strategy Performance Report and notice of public hearing. 9.
